278 <br /> <br /> Mr. Cox asked if cutting the 20 positions is part of a long-term plan, and Dr. <br />Symons said that is the intention. Dr. Symons said he would rather have fewer, high <br />quality people paid high salaries. <br /> <br /> Mr. Hutchinson said that there is orfiy one school division in Virginia with a <br />better student/teacher ratio than Charlottesville. <br /> <br /> Responding to a question from Mr. Richard Merriwether, School Board member, <br />Dr. Symons said there is no question that the 20 position reduction can be achieved <br />without layoffs, though there may be some transfers. <br /> <br /> Mr. Steve Campbell, School Board member, said he feels it is important not to <br />emphasize that salaries are up because of position cuts, but that it is a redeployment issue. <br /> <br /> Responding to a question from Mr. Cox, Dr. Symons said that CATEC's lYadget <br />was presented to the CATEC Board last night and since the formula has been readjusted, <br />it will have very little impact on the City. <br /> <br /> Mr. Campbell pointed out items unfunded in the proposed budget: enhancement <br />of pre-school; safety audit recommendations; and the virtual governor's school. <br /> <br /> Mr. Mary-Susan Payne, School Board Chair, said that it is the long-term goal of <br />the School Board to provide pre-school services for every child who needs it. <br /> <br /> Mr. Cox asked if the sdhools al~dcipate receiving any additional funds, and Dr. <br />Symons said no, unless the state changes it proposed budget. <br /> <br /> Dr. Symons said the SChools are in discussion with City staff about where to <br />house the pre-school program, and whether it should be in a new building or in a <br />renovated Jefferson School. Dr. Symons said the design stage for this could begin next <br /> <br />year. <br /> <br /> Mr. Cox said he hopes that as the School Board looks to increase beginning <br />teacher salaries that they go all the way to get all staff up to $8 an hour. <br /> <br /> Dr. Symons said in order to accomplish that goal funds would have to be <br />reallocated or additional funds requested from the City. <br /> <br /> The meeting was adjourned. <br />Presk~t <br /> <br />COUNCIL CHAMBER - January 18, 2000 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br />PUBLIC <br /> <br /> Ms. Katherine Peaslee, 307-A 2nd Street, N.W., requested fhat the Democratic <br />Party publish names of those who were elected to the Democratic Committee as she <br />believes it is vital public information. Ms. Peaslee said that if the City won't pay to <br />public the names then the Democratic Party should do it. <br /> <br /> Ms. Daugherty said the information requested by Ms. Peaslee has been sent out <br />via e-mail and she is sure the Chair of the Democratic Party will be happy to send Ms. <br />Peaslee a copy. <br /> <br /> Ms. Ashlin Smith, 620 Park Street, said she hopes Council will find fi-mX they have <br />a qualified pool of applicants for the Board of Architectural Review. Ms. Smith said that <br />as President of the Preservation Piedmont Board, she encouraged a lot of people to apply. <br /> <br /> <br />
