285 <br /> <br />Pd~ORDAINYNG SECTION 9-27 OF ARTICLE II OF THE <br />CHARLOTTTESVILLE CITY CODE, 1990, AS AMENDED, RELATED <br />TO A TEMPORARY RELOCATION OF THE POLLING PLACE FOR <br />THE RECREATION PRECINCT" (carried over) <br /> <br />PUBLIC <br /> <br /> A resident of 706 Graves Avenue, referring to the appropriation for the 1 O-Miler, <br />said many festivals are not charged, and the appropriation will pay for police to cover the <br />event. <br /> <br /> Mr. James Simmons, a member of the Municipal Band, thanked Council for the <br />loan/challenge grant, and said this will allow them to move to completion of their <br />building. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Daugherty ac~knowledged the recent death of former Mayor Laurence <br />Brunton. Ms. Daugherty said Mr. Brunton was a splendid member of the community and <br />served it well. <br /> <br /> Ms, Daugherty said she had a meeting with Board of Supervisors Chairman <br />Charles Martin to discuss cooperative efforts. Among the ideas discussed were: appoint <br />a committee to discuss planning, to consist of one member of the Board of Supervisors, <br />one Council Member, two Planning Commissioners and two staff members; have the <br />MPO make joint presentations to the Council and Board of Supervisors; form a <br />committee of the Board and Council on public transportation; and adopt a joint resolution <br />calling for the two School Boards to work together. <br /> <br /> Ms. P/chards said planning is of great interest to her, and she would like to <br />represent the City on this committee. <br /> <br />Mr. Toscano said he thinks all of the ideas are great. <br /> <br /> IV'n:. Cox said he thinks the ideas are great, but cautioned that Council and the <br />Board have to get to know each other again. Mr. Cox said the representation on the <br />planning committee might not be broad enough. Mr. Cox said we should look at the <br />possibility that once ideas come fi:om an exploratory group, they will expand to others. <br />Mr. Cox also suggested that a time fi:ame be given to each group. <br /> <br /> Mr. Caravati commended the Mayor for taking this step. Mr. Caravati concurred <br />with Mr. Cox that from these discussions, greater and wider discussions should occur. <br />Mr. Caravati said he agrees with the idea about the MPO, but said that is part of their <br />responsibility. <br /> <br /> Ms. Daugherty said that having the MPO make joint presentations makes it a <br />higher profile discussion of transportation, <br /> <br /> Mr. Caravati said he has also volunteered to represent Council on the planning <br />committee. <br /> <br /> Ms. Rochelle Small-Toney, Assistant City Manager, gave Council an update on <br />the stressed neighborhood initiative, a follow-up to concerns expressed about problems in <br />the Prospect Avenue neigFmorhood. Ms. Smatl-Toney said that the focus has first been <br />on establishing a dialogue and partnership between public housing, Blue Ridge Cormnons <br />and Garrett Square. Ms. Small-Toney said the Quality Neighborhood Initiative will try to <br />establish a community based group to address the problems. <br /> <br /> Mr. Caravati said he is proud of the response the City has given to this situation <br />and thinks it is a fantastic initiative. <br /> <br /> <br />
