287 <br /> <br /> Council reconvened in open session and, on motion by Mr. Caravati, seconded by <br />Mr. Toscano, approved the following certification of closed meeting by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: <br />None. <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEI~AS, Section 21.344. I of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, Mr. Walter Levering was <br />appointed to an unexpired term on the Piedmont Virginia Community College Board. <br />This term will expire on June 30, 2002. <br /> <br /> The meeting was adjourned. <br />Presi~nt <br /> <br /> COUNCIL CHAMBER - February 7, 2000 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Dangherty, Ms. Richards. Absent: Mr. Toseano. <br /> <br />RECOGNITIONS/AWARDS: SNL SECURITIES; CHARLOTTESVILLE TRANSIT <br />SERVICE; INTRODUCTION OF PARKS MANAGER <br /> <br /> Ms. Daugherty presented the City's Business Recognition Award to SNL <br />Securities and it was accepted by Reid and Jessica Nagle. <br /> <br /> Ms. Daugherty presented the Outstanding Public Transportation System Award <br />for Urbanized Area to Helen Poore, Transit Manager, and Senior Bus Drivers. <br /> <br /> Ms. Dangherty introduced the City's new Parks Manager, Pat Plocek. <br />REPORT: MAYOR - STATE OF THE CITY <br /> <br /> Ms. Daugherty presented the following "State of the City" Report. <br /> <br />Good evening, Madame Vice-Mayor, Members of City Council, and citizens of <br />Charlottesville../Is we get into our budget season and start our new Comprehensive Plan <br />process, I want to talk with you about 'where this wonderful City of ours has come from, <br />where it stands today and the challenges ahead. It is a pleasure to work with our <br />competent City staff led by Mr. O'Connell. Our well run government is recognized <br />nationally by publications as Money Magazine. <br /> <br /> In recent years our city has faced the same urban problems that other towns and <br />cities are facing. Changes in our demographics were starting to wear away at our job <br />base, our housing stock and our schools. Juvenile crime and teen pregnancy were on the <br />rise. <br /> <br /> <br />
