297 <br /> <br />Absent: Mr. Toscano. <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WltEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, TItEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />The meeting was adjourned. <br /> <br />President - [ <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Friday, February 11, <br />2000 AT 12:00 noon IN THE Jefferson School, 4th Street. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE M_AYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />JEFFERSON SCHOOL - February 11, 2000 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. <br /> <br /> Ms. Mary-Susan Payne, School Board Chair, said that the topic of discussion will <br />be the pre-school program and plans for the future. <br /> <br /> Ms. Artie Dimberg, Assistant Superintendent of Schools, said there were three <br />conclusions made from meetings to discuss school facilities: over 75% said that pre- <br />school programs should be provided; 48% said all pre-school should be in a single <br />location; 48% favored new construction. Ms. Dimberg said that the current program of <br />17 pre-school classrooms costs $i,423,173, of which $782,677 are local funds. The <br />estimated cost of each additional classroom is $70,000, and it is reasonable to estimate <br />that there are 125 children, ages three and four, with significant need for pre-school <br />education, with another 50 in each category that would benefit. <br /> <br /> Mr. Ron Hutchinson, Assistant Superintendent of Schools, said there is a sense <br />that the schools need to move forward with some expediency on the future of the pre- <br />school program and facility. <br /> <br /> Mr. Tom Meeks, School Facilities Manager, reviewed the options: 1) renovate the <br />existing facility at a cost of $7.9 million, though it still would not meet basic <br />requirements for pre-school programs; and 2) build a new facility with 19 classrooms at a <br />cost of $3,369,840, exclusive of land and land development, or build a new facility with <br />24 classrooms at a cost of $4,753,800, exclusive of land and land development. <br /> <br /> Mr. Hutchinson said that the third option is to try to find space within existing <br />facilities in the school system, but said this has not been explored so he cannot speculate <br /> <br /> <br />
