WAY TO <br />OLIVER KUTTNER (BETWEEN DOWNTOWN MALL & WATER STREET) <br /> <br /> Mr. Gouldman said that a 12'-~de strip ofthe City's ~ht-of-way on 1~t Street <br />between the downtown mall and Water Street is proposed to be sold to Oliver Kutmer for <br />$25 a square foott, totaling $45,000. Mr. Gouldman said that the development has <br />deemed to be better because this will atlow Mr. Kuttner to better utilize the basement <br />level for retail. <br /> <br />The public hearing was opened. <br /> <br /> Ma. Colin Rolpb~ Chair of the Downtown Property Owners Council, said that the <br />Council is in support of the project and the sale ofthe right-of-way and will help to <br />extend the downtown malt down side streets, <br /> <br /> Mr. Oliver Kuttner said that the street is on a slope and by using the 12' strip he <br />can drop the street and have street level retail to be accessed on 1st Street. <br /> <br />The public hearing was closed. <br /> <br /> Mr. Caravati noted flint the remainder of the street will remain open for serwice <br />access and to allow for a handicapped parking space. Mr, Caravati asked if them are <br />plans for improvements on the street other than undergrout~,ding and if the site plan has <br />been approved by the BAR. <br /> <br /> Mr. O'Connelt said no further improvements are plauned, and Mr. Higgins said <br />that the site plan has been approved by the BAR and mall pavers will be added up to the <br />bollards. <br /> <br /> <br />
