Mr. Rolph noted that most people doing large <br />development speak to affected people in advance. Mr. Rolph said he is a big fan of <br />undergrounding utilities and he hopes the City will have more concrete plans about <br />undergrounding when done with a large development. <br /> <br /> Mr. Oliver Kuttner said that the City could probably save money if it <br />undergrounded utilities all the way to South Street at the same time it undergrounds <br />between the downtown mall and Water Street. <br /> <br />OTHER BUSINESS <br /> <br />It was agreed that Council should get any budget questions to staffby Friday. <br /> <br /> Mr. Cox said he will be out oftown for the work session on March 13th. Mr. Cox <br />suggested that public comment be allowed at the work sessions. <br /> <br /> Mr. Toscano said he would agree to public comment if there is a definite time and <br />limits are set, adding that he does not want public comment to monopolize the work <br />sessions. <br /> <br /> Mr. Toscano asked staff to check on trash accumulating north of the Drewary <br />Brown Bridge at the bottom of the stairs. <br /> <br />Mr. Cox asked staff to look into construction debris on King Street. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Toscano, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to go into <br />a closed session for the purpose of considering the acquisition of real property for public <br />purpose, or the disposition of publicly held property, when discussion in an open meeting <br />would adversely affect the bargaining position or negotiating strategy of the City, as <br />authorized by Section 2.1-344(A)(3) of the Virginia Code, and more specifically <br />described as property on Water Street and property on Exrhmet Street; and for the purpose <br />of consultation with legal counsel and briefmgs by staff members, consultants or <br />attorneys on one matter pertainip4g to actual or probable litigation, where such briefing in <br />an open meeting would adversely affect the negotiating or litigating position of the City, <br />and consultation with legal counsel employed or retained by a public body regarding <br /> <br /> <br />
