Mr. Tolbert said he believes that up to three more res~ential units <br />could be built as a result of the closing. <br /> <br /> Mr. Gouldman said that Mr. Woodard is out of town and his attorney, Mr. Bob <br />Downer, does not have authority to agree to the sales price. Mr, Gouldman <br />recommended that Council act on first reading and try to work out an acceptable purchase <br />price. <br /> <br /> Mr. Cox said the street could be used as an access point for a future project and it <br />seems fair to sell the property at the fair market value. <br /> <br /> Mr. Cox made a motion to approve the ordinance closing a portion of Sadter <br />Street and selling the property to Mr. Woodard for $34,450. Ms. Daugherty seconded the <br />motion. <br /> <br /> Mr. Toscano asked for more clarity on the units that could be developed as a <br />result of the street closing. <br /> <br /> Mr. Robert Downer, attorney for Mr. Woodard, said that Mr. Woodard is the <br />private contract purchaser for property on one side of the street and owner of a limited <br />liability company which owns the property on fhe other side. Mr. Downer said Mr, <br />Woodard also has a contract to buy property from the University that adjoins the street. <br />lVh~. Downer said property on one side of the street is built, and he is uncertain about <br />whether three more units could be built on the other side. <br /> <br /> Mr. Totbert sad the informmion he was given to him by Mr. Woodard, and, based <br />on how the properties are combined, up to three units could be added. <br /> <br /> Mr. Caravati said the real value of the City property appears to be access to the <br />property Mr. Woodard is buying from the University. <br /> <br /> Mr. Downer said that the major motivation to close the street is to eliminate <br />liability. <br /> <br /> Mr. Gouldman recommended that the ordinance be carded over to the May Ist <br />meeting to allow time for staffto meet with Mr. Woodard. <br /> <br /> The ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING PORTIOSN OF SADLER STREET AND AN ADJOINING <br />ALLEY" was carried over to the next meeting for consideration. <br /> <br />REPO..R.T: WATER CONSERVATION MEASURES <br /> <br /> Ms. Judy Mueller, Director of Public Works, introduced the City's Water <br />Conservation Specialist, Mr. Brad Humphrey. <br /> <br /> Mr. Humphrey said the purpose of the Water Conservation Plan is to develop, <br />implement and promote policies, practices, and technologies that improve the efficient <br />use of water. The goals of the plan are: 1) provide an accurate account of water <br />production, water consumption and water loss; 2) develop partnerships with other <br />agencies to conserve water while cost effectively implementing pilot projects and <br />programs; 3) disseminate water conservation information through public awareness and <br />education activities; 4) promote water conservation practices that are environmentally <br />consistent with maintaining the pristine beauty of the City and the surrounding area; and <br />5) upgrade the water distribution system. As the system ages and the City changes, the <br />water distribution system must be upgraded through repairs and improvements to assure a <br />satisfactory condition to minimize system loss. The City needs to account for water <br />consumption by creating a water conservation database and partnering with Rivanna <br />Water and Sewer Authority, Albemarle Coumy Service Authority, and the Univers~y of <br />Virginia regarding consumption information. The City will coordinate with the <br />University on all plans and activities and will exchange information relating to water <br />conservation, water consumption, end use, new construction, and water conserving <br /> <br /> <br />
