Absent: Mr. Cox <br /> <br /> I'dx. Wayne Cilimberg, Director of Planning for Albemarle County, presented an <br />historical view of zoning and growth management strategies for Albemarle County. <br /> <br /> Mr. Jim Tolbert, Director of City Neighborhood Planning and Development <br />Services, reviewed the City's Comprehensive Plan review process and the proposed <br />transportation plan as part of that process. <br /> <br /> Ms. Hannah Twaddell of the Thomas Jefferson Planning District Commission <br />(TJPDC), reviewed regional transportation planning over the past 20 years. <br /> <br /> Ids. Donna Shaunesey, Director of JAbqqT and Chair of the Single Occupant <br />Vehicle Committee of TJPDC, reviewed commuter programs, including RideShare and <br />Park and Ride lots, and explained services of JAUNT. <br /> <br /> Ms. Helen Poore, Manager of Charlottesville Transit Service (CTS), explained <br />that the City has seen a significant increase in ridership due to extended hours, increased <br />frequency, and new routes. Ms, Poore said that public transit receives far less state <br />funding than road projects, and noted that transit that crosses jurisdictional boundaries is <br />difficult to fun& <br /> <br /> Ms. Sally Thomas, member of the Albemarle County Board of Supervisors and <br />member of the Metropolitan Planning Organization (MPO), explained that the meeting is <br />an opportunity for Council and Board members to bring up issues and give more <br />direction to MPO members. <br /> <br /> Ms. Meredith Richards, City Council member and member of the MPO, <br />reviewed transportation issues and opportunities as well as shared goals, including the <br />TransDominion Rail Express, the intemaodal transportation center to he located at Union <br />Station, the City's commercial corridor study, and new connections between the City and <br />County, including development of a long4erm transit plan, mit-oriented development, <br />and the Route 29 pedestrian study. Ms. Richards listed issues that Council and the Board <br />may want to revisit: Three Party Agreement; Route 29 interchanges; Route 29 Bypass; <br />Phase II of the Meadowcreek Parkway; and Ivy Road widening.
