71 Ms. Richards announced that Rivanna Water and Sewer Authority will be holding a public meeting on water supply on Tuesday. On motion by Mr. Toscano, seconded by Mr. Caravati, Council voted (Ayes: Mr. Caravati, Mr. Cox, Ms. DaUgherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in Closed session for the purpose of consultation with legal counsel employed or retained by a pffolic body regarding specific legal matters requiring the provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. Council reconvened in open session and, on motion by Mr. Caravati, seconded by Mr. Cox, approved the following certification of closed meeting by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None. WIIEREAS, the City Council has conve.~d a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and WItEREAS, Se~ion 21.344.1 of the Code of Virginia requires a certification by the Council that such closed meeting was conducted in conformity with Virginia law; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies that, to the best of each member's knowledge, (~ only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the dosed meeting were heard, discussed or considered by the Council. RECOGNITIONS/AWARDS Iris. Daugherty presented the City's Business Recognition Award to Mr. Chuck Lewis of Mall Properties, LLC. Ms. Daugherty presented the Water Conservation Education Week proclamation to Mr. Brad Humphrey from Public Works. Ms. Daugherty presented the Million Mom March proclamation to Ms. Mary Jane Gore. Ms. Daugherty proclaimed "Days of Remembrance" as requested by the Holocaust Museum. PUBLIC There were no matters by the public. PUBLIC HEARING/RESOLUTION: CONSOLIDATED PLAN Mr. Jim Totbert, Director of Neighborhood Planning and Development Services, explained that the Consolidated Plan is a plan of housing needs and ways to address those needs as required by HUD.
