79

schools. Mr. Szakos read a list of businesses, organizations and individuals endorsing
such a clause.

Ms. Daugherty said that the deadline for School.Board applicants is Friday, June
2~a, and said that answers to questions posed by Council could be posted on the website.
Ms. Daugherty said she would like to put forth an idea about the School Board process.
The Council can interview applicants either the week of June 5th or June 12th, and a
public hearing can be held on June 19th. A commtmity group or PTO could hold a forum
which School Board applicants could be invited to attend on a voluntary basis. Council
would then make appointments by the end of June, which legally cannot be made until at
least seven days after the public hearing.

Ms. Richards said she is likely to be gone the week of June 26 through 30th. Ms.
Richards said she feels it would be valuable to hear from applicants at a public forum and
see how they react to the public. Ms. Richards said she will be looking for problem
solving traits among applicants. Ms. Richards said she favors submitting questions to the
applicants. Ms. Richards said she lo, as a problem requiring attendance at a public forum
since the process has already begun and applications have been submitted, but would
support a public form that applicants can choose to attend.

Ms. Daugherty agreed that it is too late in the process to change the requirements,
but would favor a public forum as long as it is understood that it is not required by law or
by Council.

Mr. Caravati said he feels a public forum would be a good interim step.

Ms. Moran said she has spoken with Erin Garvey, Co-President of the PTO about
holding a forum, and feels that if they are asked, they will hold such a fomrrr

rvlr. Cox said it is an excellent idea to give the responsibility to the community to
sponsor a public forum. Mr. Cox said he feels them is some benefrt to having input from
the public about what questions to pose to the applicants and suggested they be provided
to Council at its June 5tn meeting. Mr. Cox asked how information can be gotten out to
the broader public, and suggested that perhaps The Observer could be enlisted to give
ample coverage as they did during the Council campaign. Mr. Cox said he would support
putting applicants' answers to questions on the website. Mr. Cox said he feels it would be
helpful to talk about Council's expectations and what they are looking for in candidates.
Mr. Cox noted that only three of the seven current School Board members currently have
children in the school system, and he feels Council should not appoint any additional
members who do not have children in the system. Mr. Cox said he would like to
encourage applicants who are comfortable with the community, and those who are
comfortable challenging the Superintendent and school system.

Ms. Daugherty said Council cannot wait until June 5t~ to make up questions, and
suggested that people can call, e-mail or write Councilors with suggested questions, and
that Councilors should forward their suggestions to her by May 22ha.

Mr. Toscano noted that Council has been incrementally moving toward more
public participation in the appointment process, and he feels it is appropriate to try
something new to see how k works. Mr. Toscano said he feels Councilors should also
keep an eye out for people who will have children in the school system.

Ms. Daugherty asked that Ms. Moran or whoever will he planning the forum
comet her.

PUBLIC IIT~A,~G/ORD!NANCE: AUTHORIZING ISSUANCE OF $9 MILLION
BONDS ($6 MILLION CAPITAL PROJECTS AND $3 MILLION UTILITIES)

Ms. Rita Scott, Director of Finance, explained that as part of the five year capital
improvement budget process, staff looked at how to fund the projects in a way to keep
payments stable. The proposed $9 million bond issuance will pay for: public school
renovations- $5 million; public park improvements - $500,000; MeGuffey Art Center-
