102 <br /> <br />mo <br /> <br />(carried over) <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND <br />REORDAINING SECTIONS 22-3, 22-11, AND 22-12 OF ARTICLE I, <br />AND SE~ON 22-53 AND A NEW SECTION 22-80 OF ARTICLE II, <br />OF CHAPTER 22 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO <br />PUBLIC PROCUREMENT" (carried over) <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'Connell explained that there is concern about crowding and safety at the <br />skateboard park, which has recently been renovated, and some skaters have expressed <br />concern about the process for developing rules for the facility. Mr. O'Connell said that <br />the City was ready to put supervision of the facility in place last week, but delayed doing <br />so until a meeting is held with a group of parents. <br /> <br /> Mr. Cox said he feels it is a strange position for parents not to want supervision of <br />the facility. <br /> <br /> Mr. O'Connell said that previously the facility was not supervised, but now the <br />City feels that guidelines are needed. Mr. O'Connell said that some parents do not like <br />the requirement for helmets and pads, and staff is looking to provide some for those who <br />cannot afford them. Mr. O'Connetl said there is a longer term issue of who gets to use <br />the facility if it gets overcrowded. Mr. O'Connell noted that information has been <br />received from a local pediatrician showing that the number of head injuries at skateboard <br />parks is very high. <br /> <br /> Ms. Daugherty said that the Scholarship Committee is leaning toward joining with <br />the Charlottesville-Albemarle Community Foundation to administer the program, and <br />asked that Councilors let her know if they have any objections or reactions to the <br />proposal. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Cox, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed session for the puxpose of annual performance evaluations of the City Manager <br />and the Clerk of Council, as authorized by Section 2.1-344(A)(1) of the Virginia Code; <br />and for the purpose of considering the acquisition of real property for public purpose, or <br />the disposition of publicly held property, when discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the City, as authorized <br />by Section 2.1-344(A)(3) of the Virginia Code, and more specifically described as 1) <br />property on 10th Street, N.W.; 2) property on Water Street; and 3) property on Preston <br />Avenue. <br /> <br /> Council reconvened in open session and, on motion by Mr. Caravati, seconded by <br />Mr. Cox, approved the following certification of closed meeting by the following vote <br /> <br /> WItEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WltEREAS, Section 21.344,1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br /> <br /> <br />
