t42 <br /> <br /> Mr. Toscano asked if there are any decision points that will be coming up that <br />deal with Albemarle County, and Mr. Caravati said the court study. <br /> <br />Ms. Richards said she would like to discuss land use planning with the Board. <br /> <br />The topics and thming for various meetings was discussed. <br /> <br /> Mr. Lynch expressed concern that the Corridor Study steering committee did not <br />include any neighborhood representatives. <br /> <br /> Mr. Toscano noted that several charrettes were held about the Corridor Study that <br />were open to the public. <br /> <br /> Mr. Lynch said several of the studies being done are unbalanced with regard to <br />neighborhood association representation. <br /> <br /> Ms. Richards said she would tike Council to hear about the First Cities Project <br />and the VML study of the structure of state and local taxes. <br /> <br /> Mr. Caravati said that additional information on the Meadowcreek Parkway wilt <br />be available in September and the transportation work session should be held once that is <br />received. <br /> <br />Ms. Richards noted that workforce development issues are not included. <br /> <br /> Mr. Lynch questioned the need for a facilitator at the meetings, but Mr. Caravati <br />said he feels it Will be helpful for Council. <br /> <br />ORDNANCE: CLOS1NG OF LEANDER AVENUE AND 12 FOOT ALLEY OFF <br />AVON STREET <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the ordinance entitled <br />"AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF <br />LEANDER AVENUE AND A 12 FOOT ALLEY BETWEEN AVON STREET AND <br />SIXTH STREET" was offered and carried over to the next meeting for consideration. <br /> <br />RESOLUTION: RENEWiNG SIDEWALK CAFI~ FOR ESCAFE RESTAURANT <br /> <br /> Mr. O'Connell said that the renewal of the sidewalk caf~ for Escafe Restaurant <br />was deferred from the last meeting so that the issue of the width between the two caf~ <br />settings could be settled, noting that the cafe was encroaching into the public space. <br /> <br /> Ms. Richards said she has received some complaints from pedestrians that the <br />passage is too narrow, and she appealed to the owners to see this does not happen. <br /> <br /> On motion by Mr. Toscano, secOnded by Mr. Lynch, the resolution renewing the <br />caf~ permit for Escafe Restaurant was approved by the following vote. Ayes: Mr. <br />Caravati, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. Absent: Mr. Cox. <br /> <br /> WHEREAS, Douglas Smith has applied to citY Council for a permit to operate <br />an outdoor caf6 on the pedestrian mall at 102 Old Preston Avenue in connection with the <br />operation of his duly licensed restaurant (Eastern Standard/Escafe); and <br /> <br /> WHEREAS, this Cotmcil fmds that the proposed outdoor caf6 is in keeping with <br />the intent of the pedestrian mall, can add significantly to successful commerce in the <br />downtown area, will not unreasonably restrict the movement of pedestrian traffic and will <br />not endanger the public health, safety or welfare; now, therefore, <br /> <br /> BE IT RESOLVED that Douglas Smith is hereby granted a permit to operate an <br />outdoor caf6 on the pedestrian mall at 102 Old Preston Avenue, subject to the following <br />conditions and terms: <br /> <br /> <br />
