Westhaven Nursing clinics account 05-301-061001-54112 for the <br />purpose of funding the nursing clinic at the Westhaven public housing community. ORDINANCE: "APPROVING THE SALE OF REAL PROPERTY <br /> (THE DISTRICT HOME, WAYNESBORO, VIRGINIA) (2nd reading) <br /> <br /> e~ ORDINANC.E: nd "WATER STREET PARKING GARAGE <br />~: EXPANsiON (2 reading) <br /> <br />PUBLIC <br /> <br /> Mr. Kevin Cox, Fairway Avenue, took exception with Ms. Helen Poore's <br />statement that the survey of riders of the HOO bus showed that most riders go downtown. <br />Mr. Cox said that the City needs to measure how many people get on and offeach stop. <br /> <br />OTHER BUSINESS <br /> <br /> Mr~ Clyde Gouldman, City Attorney, explained that D & R Development has <br />requested demolition of property on the downtown mall, which was denied by the Board <br />of Architectural Review. D & R has appealed that decision to the Council, but asked that <br />the appeal be deferred so they could work further with the BAR. D & R then reapplied <br />for four separate demolitions. The BAR voted to defer action on this request, and asked <br />Council to hire an independem third party to advise on the issue. Staffhas drafted a <br />proposed charge for an architectural firm, and is seeking Council's blessing of the charge <br />and authorization for the City Manager to hire mn architectural firm. Mr. Gouldman said <br />that funds are available in the historic preservation loan fund, and D & R development <br />has agreed to pay 50% of the cost. The proposed charge is: 1) What is the historic, <br />architectural or cultural significance, if any, of the structures? 2)Are the structures <br />capable of earning a reasonable economic return on their value in light of their overall <br />condition, potemial uses and location? 3) Are the structures of such historic, architectural <br />or cultural significance that the owner should be required to offer the properties for sale <br />to the City or any person or entity who gives reasonable assurances that the buildings will <br />be preserved and restored, before the current ovmer is allowed to demolish the structures? <br /> <br /> Mr. Lynch asked who on the BAR participated in drafting the charge, and Mr. <br />Gouldman said that Mr. Ken Schwartz, the BAR member who made the motion to hire <br />the independent architect, ,vas sent the proposed charge and approved it. <br /> <br /> Mr. Lynch said that his recollection of the BAR meeting is that the request was <br />differem than the proposed charge, and he thought the BAR had already decided that the <br />buildings are historic. <br /> <br />Mr. Gouldman said the BAR has not yet taken action on the second application. <br /> <br /> Mr. Lynch said the BAR had considerable discussion that the buildings are <br />contributing, and he is not sure that the second charge is appropriate. <br /> <br /> <br />
