August 23, 2000 <br /> <br /> Council met in special session on this date with the Planning Commission with <br />the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. <br />Toscano. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Planning and Development Services, <br />explained that the purpose of the meeting is to discuss land use issues and give directions <br />to the staffas they prepare the Land Use Section of the Comprehensive Plan. Mr. Tolbert <br />identified key issues for discussion. <br /> <br /> Should a zoning classification for all of the park land within the community <br />be created that will only allow park, recreational and open space uses? <br /> <br /> Responding to a question fi~om Ms. Nancy Damon, Planning Commissioner, Mr. <br />Caravati said there are approximately 580 acres of parkland in the City. <br /> <br /> Mr. Cox said he feels the issue is that a separate zoning classification would <br />exclude businesses and houses, and said there is no logic that parks be zoned residential. <br /> <br /> Ms. Richards noted that a Lewis and Clark Center or a Watershed Center may be <br />compatible uses for parks and the zoning classification would need to be fine tuned in <br />order to allow these uses. <br /> <br /> Mr. Marshall Slayton, Planning Commission Chair, said that the only way to <br />protect parkland forever is to have a conservation easement since Council could change <br />the designations in the future. <br /> <br /> Mr. Cox said a process, including public participation, should be in place if <br />Council wants to change the zoning designation. <br /> <br /> Mr. Lynch said a separate zoning would send a message to neighborhoods that <br />Council is serious about protecting parks. <br /> <br /> Mr. Toscano said that an overlay zone could be created which would require an <br />additional public process. <br /> <br /> It was the consensus of the Planning Commission tO recommend a new zoning <br />designation for parks. <br /> <br /> <br />
