t67 <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND <br />REORDAINING SECTIONS 19-57 AND 19-60 OF ARTICLE III OF <br />CHAPTER 19 OF THE CODE OF TH E CITY OF CHARLOTTESVILLE, <br />1990, AS AMENDED, RELATING TO COMPOSITION OF RETIREMENT <br />PLAN COMMISSION" (carried over) <br /> <br />j. APPOINTMENT: <br /> <br />Retirement Commission - Employee Members <br />(Skip Kinnier and Edwin Wade) <br /> <br />k. APPOINTMENT: <br /> <br />Criminal Justice Services Board (appointing <br />Blake Caravati) <br /> <br /> WHEREAS, the Virginia General Assembly enacted the Comprehensive <br />Community Corrections Act on September 30, 1994 establishing community criminal <br />justice boards for participating localities; and <br /> <br /> WHEREAS, the Counties of Albemarle, Fluvarma, Goochland, Greene, Louisa, <br />Madison, Nelson, Orange and the City of Charlottesville elected to form and appoint <br />members to the Thomas Jefferson Community Criminal Justice Board; and <br /> <br /> WHEREAS, Virginia Code Section 53.1-183 sets forth the mandatory <br />composition of the membership on these criminal justice boards; and <br /> <br /> WHEREAS, the Virginia General Assembly, during its 2000 session, amended <br />Virginia Code 53.1-183 to include "a member of each governing body or a city or county <br />manager, county administrator or executive, or assistance or' deputy appointed by the <br />governing body"; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Charlottesville <br />agrees to: <br /> <br />Continue participation on the Thomas Jefferson Community Criminal <br />Justice Board, and <br /> <br />Appoint J. Blake Caravati, a member of City Council, to fulfill this <br />legislative requirement. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Caravati said that the facilitator that Council may be working with has <br />proposed a two and a half day retreat outside of the City and presented dates for Council's <br />consideration. <br /> <br /> Mr. Cox said he thinks it would be worth the time investment. <br /> <br /> Mr. Caravati said he would like to sec principles set at thc retreat that Council can <br />work for and with. <br /> <br /> Mr. Lynch said that either dates work for him and he would like to focus on <br />strategic issues. <br /> <br /> Mr. Toscano said he would prefer to start the retreat earlier on Friday and end <br />earlier on Sunday. <br /> <br /> Ms. Richards said she was in Richmond last week attending the meeting of the <br />Governor's Commission on Technology, and said she has been appointed to the E- <br /> <br /> <br />
