168 <br /> <br />Communities Task Force which will be discussing how to connect all aspects of the <br />community electronically. <br /> <br /> Mr. Cox said that a delegation of Charlottesville residents recently went to <br />Pittsburgh to visit a community-based arts/technology job training center. Mr. Cox said <br />the center was a phenomenal model. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed session for the purpose of discussion of three personnel matters, as authorized by <br />Section 2.1-344(A)(1) of the Virginia Code, and for the purpose of consultation with <br />legal counsel and briefings by staff members, consultants or attorneys on two matters <br />pertaining to actual or probable litigation, where such briefing in an open meeting would <br />adversely affect the negotiating or litigating position of the City, or consultation with <br />legal counsel employed or retained by a public body regarding specific legal matters <br />requiring the provision of legal advice by such counsel, as authorized by Section 2.1- <br />344(A)(7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Mr. Cox, approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WItEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, TItEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, September 13, 2000 AT 7:00 p.m. IN TIlE Basement Conference <br />Room. ~:~. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session: Parking Study <br /> Meadowcreek Parkway <br /> <br />BY ORDER OF THE MAYOR .,' BY Jeanne Cox (signed) <br /> <br /> BASEMENT CoNFErENCE ROOM - September 13, 2000 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br /> <br />
