Mr. Cox said that a delegation of Charlottesville residents recently went to Pittsburgh to visit a community-based arts/technology job training center. Mr. Cox said the center was a phenomenal model. On motion by Mr. Toscano, seconded by Mr. Cox, Council voted (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) to meet in closed session for the purpose of discussion of three personnel matters, as authorized by Section 2.1-344(A)(1) of the Virginia Code, and for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys on two matters pertaining to actual or probable litigation, where such briefing in an open meeting would adversely affect the negotiating or litigating position of the City, or consultation with legal counsel employed or retained by a public body regarding specific legal matters requiring the provision of legal advice by such counsel, as authorized by Section 2.1- 344(A)(7) of the Virginia Code. Council reconvened in open session and, on motion by Mr. Toscano, seconded by Mr. Cox, approved the following certification of closed meeting by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. WHEREAS, the City Council has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and WItEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the Council that such closed meeting was conducted in conformity with Virginia law; NOW, TItEREFORE, BE IT RESOLVED that the City Council hereby certifies that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Council.
