171 <br /> <br /> Mr. Caravati said the sooner we know the cost estimates the sooner a decision can <br />be made. <br /> <br /> Ms. Richards said there witl'be some budgetary relief in reducing the road m two <br />lanes which should be available for some of the amenities, and Mr. Rietey agreed. <br /> <br /> Mr. Lynch asked if the proposal will adequately deal with water runoff to the east, <br />and Mr. Rieley said that the proposed detention pond will detain water coming from the <br />west and said it will be more than adequate. <br /> <br /> Mr. Caravati said it is his intention to make VDOT "tow the line" regarding the <br />road's design. <br /> <br />The letter that was approved and sent to VDOT in 1999 was reviewed. <br /> <br /> Mr. Cox recommended sharpening the language about VDOT approving Mr. <br />Rieley's design, but Mr. Pdeley said that while some mechanism that refers to his report <br />would be good, he would be leery of stipulating exact design elements as his plan is more <br />of a concept. <br /> <br /> Mr. Caravati said he has communicated orally with VDOT about the design and <br />he will do it in writing as well. <br /> <br /> Mr. Cox expressed concern that at least ten feet of asphalt will be added for two <br />bike lanes, <br /> <br /> Mr. Rieley said that serious bikers do not want to be relegated to recreational bike <br />lanes, and said that the bike lanes would also provide the option of getting cars off the <br />road if accidents occur. Mr. Rieley said the bike lanes could be made out of a different <br />type of pavement, <br /> <br /> Mr. Lynch said he is not sure the proposed detention pond mitigates the actual <br />runoff. <br /> <br /> Mr. Rieley said the pond will detail water to the pre-construction level and will <br />actually improve the current water quality of Meadow Creek.. <br /> <br />Mr. Cox said the City should demand more with the design ofthe take. <br /> <br /> Ms. Richards asked Mr. Cox if he will support the road if the pond is improved, <br />and Mr. Cox said he would be getting closer. <br /> <br /> Council agreed that Mr. Rieley will suggest appropriate language regarding the <br />pond. <br /> <br />Council reaffirmed that cell towers will not be allowed along the roadway. <br /> <br /> Regarding restricting trucks, Mr. Cox asked how trucks are defined, and Mr. <br />Clyde Gouldman, City Attorney, said that the City defines trucks as any tmck with more <br />than two ax!es~ <br /> <br /> Responding to a question from Mr. Cox, Mr. Gouldman said that the ordinance <br />does not delineate between commercial and non-commercial trucks, and recommended <br />that Council deal with size restrictions. <br /> <br /> Mr. Cox said that if this parkway is the only road built in the foreseeable future, <br />he thinks any trucks with a sign should be excluded. <br /> <br /> Mr. Gouldman said he does not think the City has enabling legislation to limit its <br />restriction solely to commercial trucks. <br /> <br />Mr. Lynch asked if the ordinance could be expanded to include panel tracks. <br /> <br /> <br />
