174 <br /> <br /> It was agreed that the discussion would be rescheduled due to the lateness of the <br />hottr. <br /> <br />as adjourned. <br /> <br />COUNCIL CHAMBER - September 18, 2000 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />AWARDS/RECOGNITIONS: Proclaiming "Ending Sexual Violence Day" <br /> <br />Mr. Caravati read a proclamation proclaiming "Ending Sexual Violence Day" <br /> <br />PUBLIC <br /> <br /> Mr. Nathan Van Hooser, 11215 Little High Street, a member of the Simplicity <br />Group, which has made a proposal for residential development on the CSX property, <br />noted that the National Sierra Club presented an award to Simplicity for its environment <br />and neighborhood friendly design. <br /> <br /> Ms. Karen Click, 1628 Meadowbrook Heights Road, an employee of Piedmont <br />Housing Alliance (PHA), supported Simplicity's proposal, and said that PHA will support <br />it in its development if it is selected. Ms. Click said the proposal will have mixed use and <br />mixed incomes. <br /> <br /> Mr. Lane Bonner, an Albemarle County resident, supported the demolition of <br />101-111 E. Main Street. He said revitalizing will help downtown, old does not mean <br />historic, people want new places to shop, and the City needs to increase its tax base. <br /> <br /> Ms. Mary Hill Caperton, a member of the City's Historic Resources Task Force, <br />said that the historic character of downtown is very important to tourism, which is in mm <br />important to the City. Ms. Caperton said she is concerned that the historic buildings may <br />be lost to demolition. <br /> <br /> Mr. Ben Thacker-Gwaltney, 308 Monte Vista Avenue, representing the Public <br />Housing Association of Residents (PHAR), endorsed the Simplicity project, saying it is a <br />model project and one which will help low income persons purchase homes, <br /> <br /> Ms. Julie Grumland, a member of Preservation Piedmont, expressed concern with <br />the possible demolition of buildings on East Main Street. She said the buildings are <br />structurally sound and contributing structures, and demolition would set a precedent of <br />chipping away at the City's infrastructure. Ms. Gmmland said that rehabilitation should <br />have been presumed by the owner. <br /> <br /> Mr. Mark Beliles, an Albemarle County resident, invited Council and the public <br />to attend Governor Jefferson's Thanksgiving Festival. Mr. Beliles said that 70 activities <br />celebrating history are planned, including a revolutionary bali and soldier's parade <br />review. <br /> <br /> Ms. Genevieve Keller, 504 North 1~t Street, an architectural historian, urged <br />Council to affirm the Board of Architectural Review's denial of the demolition request for <br />buildings on East Main Street as she feels they contribute to downtown and are <br />designated as state and federal historic structures. Ms. Keller said that the oppommity <br />exists for new development of the vacant part of the property. <br /> <br /> Mr. Sergio Castillo, owner of a business located at I01 E. Main Street, said that <br />the building is in poor condition, pipes are breaking because the building is sinking, and <br /> <br /> <br />
