<br /> Ms. Missy Naylor, Planner in the Department of Neighborhood Planning and
<br />Development Services, explained that staff is asking for guidance regarding next year's
<br />CDBG and HOME funds. Ms, Naylor said that the Ridge Street neighborhood is
<br />proposed for its third year as a priority neighborhood, administrative funds are proposed
<br />to remain the same, and social funding is recommended to remain no greater than 15%.

<br /> Responding to a question from Mr. Cox, Ms. Claudette Grant, Planner in
<br />Neighborhood Services, said that projects in Ridge Street have not begun, and staff is in
<br />the process of bid negotiations.

<br /> Mr, Lynch said he would tike to see funds spent on homeowner assistance for first
<br />time homeowners and workforce development.
<br />
<br />Mr. Cox concurred that the housing component is a critical piece.

<br /> Ms. Richards agreed, and made a motion to a accept staffs recommendation, and
<br />to include the priorities of housing rehabilitation, homeownership assistance, and
<br />workforce development. Mr. Cox seconded the motion and it was approved by the
<br />following vote. Ayes: Mr. Caravati, lVh~. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano.

<br />PUB.LIC HEARING: VACATING EASEMENTS ON LYMAN STREET
<br />ORDINANCE
<br />
<br /> Mr. Gouldman explained that the property, owned by INOVA, has old City
<br />easements that are no longer needed, and due to refinancing, INOVA has requested that
<br />the easements be vacated.
<br />

<br /> Mr. Lynch said he supports giving up the easements, but said he would tike to
<br />discuss adding a vehicular or pedestrian easement on the property which he feels would
<br />enhance the CSX property.
