180 <br /> <br />Mr. Caravati asked if Mr. Cox is referring to the buildings or facades. <br /> <br /> Mr. Cox said he is talking about the entire structures, and made a motion to <br />approve resolution "B-2" which denies demolition of 101-105 and 111 East Main Street, <br />and allows demolition of 107 East Main Street. <br /> <br /> Ms. Richards seconded the motion and said she agrees with Mr. Cox's reasoning <br />on the addition to 107 E. Main, and said she feels the same way about the rear additions <br />at 105 E. Main St.. <br /> <br /> Mr, Toscano requested that the resolution be amended to allow demolition of the <br />second story rear addition at 105 East Main Street in addition to the one story addition at <br />the rear of 111, and Mr. Cox accepted the amendment. <br /> <br /> Responding to a question from Ms. Richards, Mr. Gouldman said that the <br />ordinance does not speak to preserving facades only, but Council can grant permission to <br />demolish a portion ora building. <br /> <br /> Ms. Richards said that she feels preserving the fagade only of 111 East Main <br />Street, as proposed by the applicant, would allow the highest use of the property and <br />would contribute more to the economic return, and requested that the resolution be <br />amended to preserve the fagade of 111 and allow demolition of the rear of the building. <br /> <br /> Mr. Cox expressed concern that trying to re:move the building from the faCade <br />could cause it to collapse, and he did not accept the amendment. Mr. Cox said that what <br />the applicant cannot recoup from those structures can be found in the interior of the <br />block. Mr. Cox said the interior of 111 is quite unique and part of history. <br /> <br /> Ms. Richards made a motion to amend the resolution to preserve the fafade only <br />of 111 East Main Street, and Mr. Caravati seconded the motion. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Lee Danielson ofD & R <br />Development, said that 111 East Main Street cannot be effectively rented out for office <br />use, and said it would be hard to create new floors within the existing structure. <br /> <br /> The resolution was amended, to preserve only the faCade of 111 East Main Street, <br />by the following vote. Ayes: Mr. Caravati, Ms. Richards, Mr. Toscano. Noes: Mr. Cox <br />and Mr. Lynch. <br /> <br /> Mr. Lynch said he feels the resolution represents a pretty good compromise, <br />though it goes a little farther than he would like. Mr. Lynch asked if the compromise <br />would work for the applicant. <br /> <br /> Mr. Cox said he is comfortable voting on the resolution independent of whether <br />the compromise works for the applicant. <br /> <br /> Mr. Gouldman asked that the resolution be amended to add that the buildings are <br />"an integral part." <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, the resolution was amended by <br />adding "an integral part" by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Toscano. Noes: No. <br /> <br /> The resolution granting the demolition request for 107 East Main Street, the <br />building but not the fagade of 111 East Main Street, and the rear addition of 105 East <br />Main Street was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Toscano.
