J <br /> <br /> Ms. Richards said that the reading initiative is very important and noted that the <br />bookmobile has just begtm to serve certain neighborhoods and she would like to see this <br />program cormected with that initiative. <br /> <br />Ms. Bryant said they have already had conversations with the Library. <br /> <br /> Mr. Cox said it is impressive that they are taking on home visits, and asked the <br />size of the group that goes ont. <br /> <br />Ms. Bryant said one to two staff members go on the home visits. <br /> <br /> Responding to a question from Mr. Cox, Ms. Bryant said that a comer of the <br />library is dedicated to parents and children. <br /> <br /> Mr. Cox asked if there is a tie in with City schools, and Ms. Bryant said that <br />school representatives are on the advisory board and on the Partners GroUp and are <br />integrally involved. <br /> <br /> Mr. Cox said that the mobility problem is an issue, and asked if the Partnership <br />has a way to help parents understand the importance of stability. <br /> <br /> Ms. Bryant said that the issue has been discussed and experienced as part of the <br />home visits and this could be incorporated in their educational efforts. <br /> <br /> Mr. Caravati asked how benchrnarking will be done, and Ms. Bryant said that <br />readiness tests are given in kindergarten, and students are followed by the schools to see <br />how quickly they are catching up. <br /> <br /> Responding tcr a question from Mr. Lynch, Ms. Bryant said that the clearinghouse <br />for parent education will be ready in late winter or early spring. <br /> <br /> Responding to a question from Mr. Cox, Ms. Bryant said that funding is provided <br />through the Healthy Families grant and in-kind contributions, and said a subcommittee <br />will be exploring fund raising as Well. <br /> <br />PUBLIC HEARING/ORDINANCE: SALE OF 6TH STREET RIGHT-OF-WAY <br /> <br /> Mr. O'Connell said that the City has been asked to sell a strip of land adjacent to <br />the trailer park on 6th Street. <br /> <br /> Mr. Craig Brown, _Assistant City Attorney, said that the current owner of the <br />mobile home park would like to purchase a 28 foot wide strip of City property which is <br />now used as part of the mobile home park. Mr. Brown said that staff supports the sale, <br />but there is a significant difference regarding the value of the property. The owner has <br />offered to pay $1 a square foot, and the City Assessor values the property at close to $4 a <br />square foot. Mr. Brown noted that an independent appraiser, hired by the owner of the <br />property, sets a lower rate, for atotal.of $12,000 for the entire strip. <br /> <br />The public hearing was opened. <br /> <br /> Mrs. Frances Barnett, 3231 Scottsville Road, owner of the prOperty, said she will <br />be glad to answer questions. <br /> <br /> Mr. Lynch asked why she wants to acquire the proPerty, and Mrs. Barnett said she <br />and her husband have offered the property for sale because they are unable to nm the <br />mobile home park because of health reasons. The contract purchaser will not buy the <br />property unless this property is included. Ms. Barnett said that they had always assumed <br />they owned the property in question until a recent survey showed the City owns it. <br /> <br /> <br />
