202 <br /> <br />parking garage model, especially its scale. Mr. Cox said if parking areas are smaller and <br />always wrapped then he thinks we can afford to meet the parking demand. Mr. Cox said <br />he would favor parking where it can be a catalyst for economic development, but not <br />where it is merely meeting the need. <br /> <br /> Mr. Caravati said that wb~e there is a perception that there is no parking, he does <br />not agree with this, and said he .would like to explore the remotely located sites. Mr. <br />Caravati said he feels dense parking is bad for downtown. He said he would support <br />offering incentives for the private side to offer more parking, participating in <br />public/private partnerships, and offering incentives for providing alternative <br />transportation. <br /> <br /> Mr. Lynch said he agrees with Mr. Caravati, and would alSO like to look at putting <br />ih underground parking. <br /> <br /> Ms. Clay-Christensen said she is hearing that Council would support exploring <br />creative alternative parking. <br /> <br /> Mr. Payton said there are three areas where parking is an issue: Barracks Road <br />Shopping Center, Dovtntown, and the Corner. Mr. Payton said that Comer merchants are <br />pleading for parking and feel it is vital to their success. Mr. Payton noted that <br />underground parking is much more expensive to build. <br /> <br /> Mr. Toscano said he agrees with a tot that bas been said about parking and there <br />are a lot of ideas working around the margim Mr. Toseano .said the basic question is how <br />do we entice capital to invest and to implement the plan. Mr~ Toscano said that <br />everybody will tell you that parking is vital to development. <br /> <br /> Mr, Cox said he feels the public plays a rote in-parking at Union Station, Water <br />Street and the Comer. <br /> <br /> Mr. Lynch questioned -who pays for parking. He said the Downtown Property <br />~ers Council did a parking study that.included good recommendations regarding <br />design criteria. Mr. Lynch said he would like to see residential taxpayers get out of the <br />business of paying for parking, and have the business community pay, either by creating <br />a Business Investment District, creating a fund for businesses to pa)' into, broadening the <br />role of the Charlottesville Parking Center, or charging market rates for garages. Mr. <br />Lynch said he would also tike to look to the state for help in fuming parking. Mr. Lynch <br />said parking is a bad investment, for public dollars, and he feels no economic case has <br />been made to build them with public funds. <br /> <br />Mr. Cox said he continues to believe that the City needs to be a partner in parking. <br /> <br /> Ms. Clay-Christensen said she is hearing Council say that.parking is important, <br />but it has to be the right kind and there needs to be an economic case for use of public <br />funds. <br /> <br />Mr. Camvati said his third priority would be West Main Street. <br /> <br /> Mr. Toscano said that the Corridor Study needs to he presented to the <br />development community as welt as to neighborhoods. <br /> <br /> Mr, Cox said he feels Council needs a follow-up work session on the Corridor <br />Study. <br /> <br /> Mr. Lynch noted that Council has not addressed how this plan relates to the <br /> region. <br /> <br />~'-~eside~ r <br /> <br /> <br />
