203 <br /> <br />COUNCIL CHAMBER - October 16, 2000 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards~ Mr. Toscano, <br /> <br />AWARDS/RECOGNITIONS: PROCLAIMING DOMESTIC VIOLENCE <br />AWARENESS MONTH <br /> <br /> Mr. Caravati presented the proclamation proclaiming Domestic Violence <br />Awareness Month to Ms. Pat Craver of the Shelter for Help in Emergencies. <br /> <br />PUBLIC <br /> <br /> Ms. Joan Schatzrnan, 204 Douglas Avenue, submitted two sets of petitions: <br />1) 500 signatures requesting a traffic study prior to development of the CSX property and <br />2) 472 signatures supporting the Belmont Wood Nature Preserve proposal. <br /> <br />ORDINANCE: SALE OF 6Tu STREET RIGHT-OF-WAY (2na reading) <br /> <br /> Mr. Gouldman presented an amendment to the ordinance requiring that the <br />current or future property owners install and maintain appropriate landscape screening a <br />distance orS0 feet, as recommended by a local nursery. <br /> <br /> Mrs. Frances Barnett, 3231 Scotts*qSlle Road, said that while she does not object to <br />the landscaping requirement, she noted that the houses across the street look no better <br />than the mobile home park and the mobile home park is not all that objectionable <br />looking. Mrs. Barnett also noted that the City-owned property has never been <br />landscaped. <br /> <br /> Mr. Cox said he appreciates the effort made by the current owners and feels the <br />landscaping will enhance access to the trails. Mr. Cox said that the Rivanna Trails <br />Foundation has been trying to complete trails around the City and they have not been able <br />to incIudea portion ofthe Barnett's property. Mr. Cox said he does not Lnow ifthe <br />owners know about the trail issue, but he hopes that this easement can be required as part <br />of the ordinance. <br /> <br /> Mrs. Barnett said that they have already agreed to let the City have a 20 foot <br />right-of, way. <br /> <br /> Mr. Gouldman said he feels it would be appropriate to make reference of the trail <br />easement in the ordinance. <br /> <br /> Mr. Lynch said he agrees that the mobile home park has been pretty well <br />maintained, but feels it will be a benefit to the neighborhood and City if it looked better. <br />Mr. Lynch said he. would have preferred to charge a higher price for the property, but <br />feels that the landscaping improvements will help. <br /> <br /> Ms. Richards agreed with Mr. Lynch and said she supports the compromise of a <br />lower sales price for the landscaping. <br /> <br /> Responding to a question from Mr. Toscano, _Mr. Gouldman said the City will <br />enforce the covenant. <br /> <br /> Mr. Toscano made a motion to amend the ordinance by including the amendment <br />suggested by Mr. Gouldman and the right-of-way for the Riv~na Trails system. Ms. <br />Richards seconded the motion and the ordinance was amended by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano.
