209 <br /> <br />closed session for the pm'pose of appointing members to various City boards or agencies,, <br />as authorized by Section 2.1-344(A)(1) of the VL~ginia Code; and 2) for the purpose of <br />considering the acquisition of real property for public purpose, or the disposition of <br />publicly held property, when discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as autborized 'ny Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described as property near Rio <br />Road and property on Douglas Avenue, <br /> <br /> Council reconvened in open session and, on motion by Mr. Lynch, seconded by Mr. <br />Cox, approved the following certification of closed meeting by the following vote <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOL~'ED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfally <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />APPOINTMENTS: BOARDS AN3) COMMISSIONS <br /> <br /> On motion by Mr. Toscano, Ms. Ava Baum was appointed to an unexpired term on <br />the Personnel Appeals Board by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Toscano. Noes: None. This term will expire on December <br />31, 2001. <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETLNG OF THE COUNCIL WILL BE HELD ON Wednesday, October <br />25, 2000 AT 7:00 p.rm IN THE Basement Comrerence Room, <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work Session: Meadowcreek Parkway <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (si. gned) <br /> <br />BASEMENT CONFERENCE ROOM - October 25, 2000 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br /> Mr, Caravati asked if Councilors have any changes to the posit_ion regarding <br />parkland. <br /> <br /> Ms. Richards reminded Council that the General Assembly approved a bill which <br />enables the Virginia Department of Transportation (VDOT) to use funds for land <br />acquisition, though it is ambiguous as to how much land replacement is covered by the <br />bill. Ms. Richards noted that VDOT cannot exercise imminent domain to acquire <br />property under this bill. <br /> <br /> <br />
