Ms. Richards said she concurs with remo,dng "substantial" and <br />proposed that we try to define "ftmctionai." <br /> <br /> Mr. Caravati said that staff and Council can contribute their suggestions in <br />defining "functional" during drafting of the letter. <br /> <br />MS. Richards said she would favor adding "linear" park. <br /> <br />Mr. Lynch said he would strike "linear" as it specifies a strip. <br /> <br /> Mr. Caravati suggesting "regional linear," noting that he will not accept just <br />saying a park. <br /> <br /> Mr. Cox said Council is losing everything that speaks to size, but said he does feel <br />linear speaks to that. <br /> <br /> /;/Ir. Toscano asked if Mr. Cox and Mr. Lynch are ready to commk City funds to <br />buy land in the County. <br /> <br />Mr. Cox said he is making a commitment to leverage funds for that purpose. <br /> <br /> Mr. Lynch said he is ready m commit City funds, particular~ revenue received <br />from VDOT for the sale of the land. <br /> <br /> Mr. Will Rieley, consultant on the design of the Meadowcreek Parkway, <br />presented six alternatives for grade separated interchanges at the intersection of the <br />Parkway and Rt. 250 Bypass. Mr. Rieley said that two of the alternatives, partial <br />cloverleaves, offer poor level of service. Mr. Rieley said that the roundabout alternatives, <br />while offering better service, are problematic for bikes. Mr. Rieley recommended that if <br />Council wishes to pursue the grade separated interchanges, that they pursue either the <br />parclo with roundabouts~ the diamond ,arith roundabouts, or the double bridge~ v,4th <br />masonry bridge structure. Mr. Rieley said the cost projects for all the alternatives, which <br />he believes may be as much as 25% high, range from $I2 million to $20 million. <br /> <br /> Mr. Toscano asked about the impact of the interchanges on the Viemam <br />Memorial and Park Street ramp. <br /> <br /> Mr. Rieley said that the double bridges have the least impact on the Memorial, <br />though the other two would have very little impact as well. Mr. Rieley said that the <br />ramps would have to tie in with the Park Street rmv®s, or the Park Street ramps could be <br />closed. <br /> <br /> Mr. Cox asked how the attractive Monticello stone bridge was funded, and <br />expressed concern that if we go with an exquisite bridge it will take forever. Mr. Cox <br />asked how this could be pursued. <br /> <br /> Mr. Rieley said that ISTEA funds, other grants and substantial private gifts were <br />used to fund the Monticello bridge. Mr. Rieley said that a design firm was hired by <br />Monticello to design the bridge. <br /> <br /> <br />
