217 <br /> <br /> Mr~. Toscano noted that Councilors cannot bias the process at the beginning of <br />developing a plan. <br /> <br /> Mr. Lynch said we need to get numbers down with land use, development of a <br />network around the City, and adjustment of growth projections. <br /> <br /> Mr. Toscano said Mr. Lynch is roiling all the problems of the region on the <br />Meadowcreek Parkway, which he thinks is a mistake. Mr. Toscano said he would <br />support making the Parkway contingent on participation in development of a plan. <br /> <br />Mr. Lynch said we should try to get a transportation district and gas tax. <br /> <br /> Mr. Cox said we need to have a planning process to assure that happens. Mr. Cox <br />said it is not appropriate to argue for a single road solution and transportation needs to be <br />taken on in a regional context. <br /> <br /> Ms. Richards said it is overly ambitious to make the Parkway contingent on <br />completion of a plan, and said she does not think the Parkway should be held up until we <br />have a plar~ Ms. Richards said she would tike to see us move faster, and hopes that the <br />eastern planning process moves in that directiom Ms. Richards said she feels the word <br />"participate" is too ambiguous. <br /> <br /> Mr. Caravati suggested making the Parkway contingent upon committing to <br />participate in development ora regional network plan that minimizes traffic increases. <br /> <br /> Mr. Toscano said he cares more about the impact of traffic, not just on the number <br />o fears. <br /> <br />Mr. Lynch said he is concerned about the number of cars. <br /> <br /> Mr. Cox suggested using "minimizes increases in traffic on City and County <br />residential streets," and Mr. Toscano agreed. <br /> <br />Mr. Cox asked what process can be used to do this. <br /> <br />Mr. Gouldman suggested including development of a "revised" plan. <br /> <br />Mr. Lynch said he would like to update the three-party agreement. <br /> <br /> Ms. Richards asked if Council is indicating they want to suspend what is in the <br />CATS plan now, and Mr. Caravati said he is not interested in doing that. <br /> <br /> Mr. Lynch suggested ~ the business commurdty be addressed vchen talking <br />about regional issues. <br /> <br /> Mr. Cox said that the business community can be included in the process, but he <br />does not think they have to be included in the letter. <br /> <br /> <br />
