218 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, October 30, <br />2000 AT 7:00 p.l~ IN THE Basement Conference Roorr~ <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work Session: University Issues <br /> Technology Plan <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - October 30, 2000 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />UNIVERSITY ISSUES <br /> <br /> Mr. O'Connell explained that the propose of the discussion of University issues is <br />to tied in the University with the City's Comprehensive Plan process. <br /> <br /> Mr. Pete Anderson, Architect for the University of Virginia, reviewed the major <br />points ofthe University's Master Plan. The Grounds Walk is proposed to connect two <br />major parking areas and is hoped to keep as much moving traffic out of the center of the <br />University as possible, The Stadium project is basically complete. The University's <br />long-term plan is to acquire buildings on the east side of Emraet Street north of <br />University Avenue (the properties on the west side are already owned by the University) <br />for possible use as a residential college and additional student housing. The goal is to <br />make the area more of a pedestrian precinct. A bridge is proposed over Emmet Street. A <br />new 15,000 seat basketball arena is proposed for the site now used as parking next to <br />University Hall which will require additional structured parking. Mr. Anderson said that <br />crucial to all of these plans is the construction of the North Grounds Connector. Milmont <br />is proposed to be extended and connect with Copeley Road. <br /> <br /> Mr. Caravati asked what happens if the western bypass is not built, and Mr. <br />Anderson said that the Three Party Agreement says that there will be a connector to the <br />bypass, but it is immaterial whether it is to the western bypass or the existing bypass. <br /> <br /> Mr. Cox asked if the connector road would be built before the arena, and Mr. <br />Anderson said that the tentative schedule is to construct the arena by 2003-2004, and the <br />best scenario would have the connector and the arena completed at the same time. <br /> <br /> Mr. Toscano asked how many parking spaces the University contemplates adding <br />in the next five to ten years, and Mr. Anderson said that if all parking was built that is <br />being discussed it would be between 4,000 and 5,000 spaces, which would have to be <br />structured parking which is very expensive, so expensive that altermtives would have to <br />be explored. Mr. Anderson said that it is more likely that between 1,200 to 1,400 spaces <br />will be added. <br /> <br /> Mr. Toscano asked if the University's position is that they have enough parking <br />for all student cars, and Mr. Anderson said that is true and the University has 15,000 <br />spaces today. <br /> <br /> Mr. Caravati said that Council is discussing the possibilky of creating 24 hour a <br />day, seven day a week permit parking in University neighborhoods, and Mr. Anderson <br />said he would support that. <br /> <br /> Ms. Richards asked if a residential college on Jefferson Park Avenue is s~ill being <br />planned, and Mr. Anderson said it is, <br /> <br />I <br /> <br /> <br />
