237 <br /> <br /> Ms. Rochelle Small-Toney, Assistant City Manager, said that the Quality <br />Community Council has been a successful initiative. A recent tom hall style meeting <br />was held on public safety. Ms. Small-Toney said that a structure will be presented for the <br />QCC in January. <br /> <br /> Dr. Edith Langford, consultant for QCC, said that a follow-up meeting to the town <br />hall meeting will be held on December 2ha, and responses to concerns addressed will be <br />presented. Dr. Langford said one of the hallmarks of the QCC is that it has maintained a <br />core group of very diverse people, many of whom do not traditionally attend meetings. <br /> <br /> Mr. Caravati asked if there is enough time to start the Summer Youth Program by <br />July 1st. <br /> <br /> Ms. Small-Toney said that ail programs need to be submitted to QCC by the end <br />of December, and she anticipates that there will be adequate time. <br /> <br /> Mr. Caravati asked if QCC will prioritize proposals, and Dr. Langford said that <br />they expect one proposal from each area and some collaboration. <br /> <br /> Mr. Cox asked if there is a need for a mediating step in developing the structure, <br />and is there funding for it. <br /> <br /> Ms. Small-Toney said that this has been thought about and there is an <br />intermediate step and it needs to be done in a slow way, with the stepping back of staff <br />and agencies. Ms. Small-Toney said that the biggest concern is to have someone locally <br />to oversee it. <br /> <br /> Mr. Toscano asked for the rationale for the goal of creating a 501c, which he said <br />is a pretty big step. Mr. Toscano said he does not know how the City is going to get <br />away from the need for the City to respond. Mr. Toscano asked if we are going to be <br />able to get to that step and what does it really mean. <br /> <br /> Ms. Small-Toney said it means a sense of independent, bridge building between <br />government and citizens. She said she shares the concern that it can sustain itself, but <br />added that City government will still need to be very much involved. <br /> <br /> Mr. Lynch suggested that Council hold a work session and invite participants to <br />talk about the next step, noting that he would like to hear more from the community. <br /> <br /> Ms. Small-Toney said a meeting scheduled in January should accomplish some of <br />this. <br /> <br /> Mr. Cox said he feels strongly that representatives of Blue Ridge Commons, <br />Garrett Square, and 10th and Page Street need to be found to participate, and asked that a <br />concerned effort be made to be sure that are at the table. <br /> <br /> Dr. Langford said targeted gatherings are proposed to be held that should <br />accomplish this, and the participants will then be funneled into the larger group. <br /> <br />CONSENTAGENDA <br /> <br /> Mr. Caravati removed the ordinance authorizing the sale of property on Douglas <br />Avenue from the consent agenda. <br /> <br /> Referring to the rezoning of property owned by Martha Jefferson Hospital, Mr. <br />Lynch thanked the Hospital and neighborhood and said this is a great example of working <br />together for a win/win situation. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the following consent <br />agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> <br />
