241 <br /> <br />publicly held property, when discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described as property on Water <br />Street. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Mr. Cox, approved the following certification of closed meeting by the following vote <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, November 29, 2000 AT 5:30 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work session with Planning Commission on Comprehensive Plan <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - November 29, 2000 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Mr. Toscano. Absent: Ms. Richards. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Planning and Development Services, <br />presented what he referred to as a "very draft" version of the Comprehensive Plan. <br /> <br /> Ms. Becky Clay Christensen, facilitator for the meeting, asked if there are any <br />issues in the issues section of the Plan that Council or the Planning Commission feel are <br />misstated or that are not dealt with adequately. <br /> <br /> Mr. Lynch said he thinks social equity issues are missing from the plan, such as <br />community policing and day care, as well as neighborhood recreation, training, <br />workforce development, education and parks and recreation. <br /> <br /> Mr. Tolbert said that some issues probably need to be moved into the Plan, and <br />some are referenced elsewhere. <br /> <br /> Mr. Herman Key, Planning Commissioner, said accessible and affordable housing <br />for disabled persons is missing. <br /> <br /> <br />
