257 PUBLIC Mr. Bob Watson, a member of the Chamber of Commerce's Legislative Committee, said that he will get the parking issue on the Chamber's agenda and get some thoughts and concrete suggestions back to the Council. Mr. Andrew Alton, 310 E. Market Street, said he got rid ofhis car when he found he could not afford parking downtown, and now rides a bus or bikes every day. Mr. Alton said he feels this is a great solution to the parking situation and said Council should consider what they want in Charlottesville in ten years. OTHER BUSINESS Referring to the Hillsdale Drive extension resolution, Mr. Cox asked if the money will still come from the urban allocation, and Mr. O'Connell said it will, but the City will be required to pay 2% of the total cost. On motion by Mr. Toscano, seconded by Mr. Cox, Council voted (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) to meet in closed session for the purpose of appointing members to various City boards or agencies, as authorized by Section 2.1-3444(A)(1) of the Virginia Code; and for the purpose of considering the acquisition of real property for public purpose, or the disposition of publicly held property, when discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, as authorized by Section 2.1- 344(A)(3) of the Virginia Code, and more specifically described as property on Water Street and property on East Market Street. Council reconvened in open session and, on motion by Mr. Toscano, seconded by Mr. Lynch, approved the following certification of closed meeting by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. WHEREAS, the City Council has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and WHEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the Council that such closed meeting was conducted in conformity with Virginia law; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Council. APPOINTMENTS: BOARDS AND COMMISSIONS On motion by Mr. Toscano, seconded by Mr. Caravati, Council appointed Mr. Doug Owen to the Regional Disability Services Board by the following vote.
