257 <br /> <br />PUBLIC <br /> <br /> Mr. Bob Watson, a member of the Chamber of Commerce's Legislative <br />Committee, said that he will get the parking issue on the Chamber's agenda and get some <br />thoughts and concrete suggestions back to the Council. <br /> <br /> Mr. Andrew Alton, 310 E. Market Street, said he got rid ofhis car when he found <br />he could not afford parking downtown, and now rides a bus or bikes every day. Mr. <br />Alton said he feels this is a great solution to the parking situation and said Council should <br />consider what they want in Charlottesville in ten years. <br /> <br />OTHER BUSINESS <br /> <br /> Referring to the Hillsdale Drive extension resolution, Mr. Cox asked if the money <br />will still come from the urban allocation, and Mr. O'Connell said it will, but the City will <br />be required to pay 2% of the total cost. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed session for the purpose of appointing members to various City boards or agencies, <br />as authorized by Section 2.1-3444(A)(1) of the Virginia Code; and for the purpose of <br />considering the acquisition of real property for public purpose, or the disposition of <br />publicly held property, when discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described as property on Water <br />Street and property on East Market Street. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Mr. Lynch, approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Caravati, Council appointed Mr. <br />Doug Owen to the Regional Disability Services Board by the following vote. Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.
