Mr. <br />Lynch said he would like to start building the principles on that. <br /> <br /> Responding to a question from Ms. Richards, Mr. Watts said the return on garages <br />cannot generate enough to pay the debt service. <br /> <br /> Mr. Lynch asked why rates cannot be raised to be more in line with the market, <br />and Mr. Watts said the initial fee could be jumped. <br /> <br /> Mr. Cox said he would like to adopt undergrounding of parking as a priority, and <br />feels we should create the expectation that developers should first look at the notion of <br />underground parking. <br /> <br /> Ms. Richards said she agrees with Mr. Cox, but feels the City has to be respectful <br />of conditions. <br /> <br /> Mr. Caravati suggested that Mr. Watts' language regarding underground parking <br />be added to the principles. <br /> <br /> Mr. Toscano said it is important to remember that parking is only part of the <br />solution. Mr. Toscano made a motion to adopt the principles with the underground <br />parking language included as principle #8. <br /> <br /> Mr. Cox suggested that language be included to say that underground parking <br />should be a priority. <br /> <br /> Mr. Toscano said he prefers to use Mr. Watts' language, and favors including the <br />underground parking language, but he does not want to force people to underground the <br />parking if the numbers don't work, adding that one consideration ofundergrounding will <br />be the cost. <br /> <br />Ms. Richards seconded Mr. Toscano's motion. <br /> <br /> Mr. Lynch said he does not think the parking principles are adequate and thinks <br />that alternatives should be listed as principle #1. <br /> <br /> Mr. Caravati said that these are general principles to help staff move forward in <br />the Comprehensive Plan and zoning when parking is concerned, and he feels the <br />alternatives are more properly addressed elsewhere. <br /> <br /> Mr. Cox offered a friendly amendment to add that "underground parking should <br />receive careful consideration as projects come forward, particularly in light of the limited <br />number of sites available in the City." <br /> <br />Mr. Toscano and Ms. Richards accepted Mr. Cox's amendment. <br /> <br /> The parking principles, as amended, were approved by the following vote. Ayes: <br />Mr. Caravati, Mr. Cox, Ms. Richards, Mr. Toscano.
