251 <br /> <br /> Mr. Lynch agreed that the riving wage legislation should be supported as well as <br />the University's budget. <br /> <br /> It was pointed out that this is the second year of the biennial budget so the <br />University budget is not an issue. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Cox, Council approved legislation <br />to be supported in the upcoming General Assembly session by the following vote. Ayes: <br />Mr. Caravati, Mr. Cox, Ivlr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />RESOLUTION: AUTHORIZING LETTER RE: MEADOWCREEK PARKWAY TO <br />VIRGINIA DEPARTMENT OF TRANSPORTATION <br /> <br /> Mr. Caravati said that since Council's last two work sessions on the Meadowcreek <br />Parkway many discussions have taken place regarding the language in the letter to VDOT <br />in an attempt to get more than a simple majority to support it. Mr. Caravati said he thinks <br />it is a good idea to table voting on the letter tonight and to try again to come up with a <br />compromise. Mr. Caravati proposed that Council have further discussion and a vote after <br />the town hall budget meeting scheduled on Wednesday. <br /> <br /> Mr, Cox said he does not feel prepared to respond tonight to the new draft of the <br />letter, and said he may not be ready in two days. <br /> <br /> Mr. Toscano said he thinks it is worth taking a couple more days, and made a <br />motion to table the resolution until Wednesday night. Ms. Richards seconded the <br />motion. <br /> <br /> Mr. Caravati suggested using the November 30th draft of the letter as a starting <br />point until a substitute resolution is agreed upon. <br /> <br /> Ms. Richards expressed concern that tinkering with the letter was done out of the <br />public domain. <br /> <br /> The resolution was tabled until Wednesday night by the following vote. Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />RESOLUTION: INCLUDING HILLSDALE DRIVE EXTENSION IN TIP <br /> <br /> Mr. O'Connell said that Council had asked that staff prepare a resolution asking <br />VDOT to look at including the extension of Hillsdale Drive in the City's Six-Year Plan. <br /> <br />Mr. Caravati thanked Mr. Lynch for his dogged pursuit of this. <br /> <br /> Ms. Richards noted that the Metropolitan Planning Organization and Albemarle <br />County have also asked VDOT to include this and it has the regional stamp of approval. <br /> <br /> The resolution asking VDOT to include the extension of Hillsdale Drive in the <br />Six-Year Plan was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, in accordance with Virginia Department of Transportation <br />construction allocation procedures, it is necessary that a request by Council resolution be <br />made in order that the Department program as an urban high highway project in the City <br />of Charlottesville; now <br /> <br /> THEREFORE, BE IT RESOLVED that the Council of the City of <br />Charlottesville, Virginia requests the Virginia Department of Transportation to establish <br />an urban system highway project for the improvement of Hillsdale Drive from Greenbrier <br />Drive to Hydraulic Road, a distance of approximately 4,500 feet; <br /> <br /> <br />
