259 <br /> <br /> Ms. Richards asked if there will be an opportunity for Council and the Board of <br />Supervisors to evaluate the location, and Ms. Slaughter said definitely. <br /> <br /> Mr. Toscano said that the estimated operating expense of $5 million raises the <br />question of public subsidy versus the benefit of up to $4.2 million, and noted that there is <br />no mention of the tax benefit in the study to the City and County. <br /> <br /> Ms. Slaughter said that overall the Committee felt that the capital and operating <br />budget that was proposed was too high, and favored beginning with a scaled down <br />version. <br /> <br /> Mr. Martin said he sees the center as more of a stand alone facility that might only <br />need minimal public subsidy along the way. <br /> <br /> Mr. Lynch said that he intuitively thinks that an urban setting would be more of a <br />benefit to businesses around it than a park setting would. <br /> <br /> Mr. Cox asked if the Committee's expectation is that they w~l request equal funds <br />from the City and County in order to raise the $200,000, and Ms. Slaughter said an effort <br />will be made to raise the money from the private sector. <br /> <br /> Ms. Richards said it is typical for public funds to be used for start-up expenses, <br />and noted that the feasibility study was a part of that. <br /> <br /> Mr. Cox said he expects that the private sector will look to see what the public <br />sector's participation will be, and said he feels that if we believe in the project we should <br />be willing to provide public funding equally, or one third City, one third County, and one <br />third private. <br /> <br /> Mr. Lawrence said that the City or County's commitment may be in finding the <br />space for the Center to be located. <br /> <br /> The ~ ~ourned., <br /> <br />/ <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, December 6, 2000 AT 7:30 p.m. 1N THE Buford School. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Town Hall Meeting: FY 01/02 Budget <br /> <br />RESOLUTION: Authorizing letter to Virginia Department of Transportation <br />Regarding Meadowcreek Parkway <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BUFORD SCHOOL - December 6, 2000 (7:30 p.m.) <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox (arrived following town hall meeting), Mr. Lynch, Ms. Richards, <br />Mr. Toscano. <br /> <br />TOWN HALL MEETING <br /> <br /> Mr. O'Connell discussed the budget process and then citizens and Councilors met <br />in small groups to discuss the upcoming budget.
