268

Revision Dates:

Since the first version of this interpretation of the design issues outlined in the Study of
Roadway Alternatives is short of the objective in almost all areas, it is clear that this
process will involve several rounds of revisions to address the City=s concerns. For this
reason, it is important to identify the various revisions by showing the revision dates on
the drawings. All~ future submittals of revisions should be in both paper and MicroStation
format.

Mr. Lynch said he appreciates all the work Mr. Caravati has done to try to reach
agreement, and he is to be commended for trying to make the road more equitable, but
he could not vote for it because he does not feel we are t-here yet.

Mr. Cox said he looks forward to other points in the process to further refme the
road, noting that he feels we have a better solution each time we have gone through the
process. Mr. Cox said he feels we are going on faith with many issues. Mr. Caravati
commended Mr. Caravati for trying hard to get consensus.

Mr. Lynch said quite a lot of regional planning needs to be done, and he urged the
public to follow the eastern planning initiative.

Ms. Richards said that the eastern corridor study will bring a lot of new data.

S

yesident

adjourned.

NOTICE OF SPECIAL MEETING

A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE
HELD ON Friday, December 8, 2000 AT 12:00 noon IN THE Jefferson School, 4t~
Street, N.E.

THE PROPOSED AGENDA IS AS FOLLOWS:

Luncheon meeting with School Board

BY ORDER OF THE MAYOR

BY Jeanne Cox (signed)

JEFFERSON SCHOOL - December 8, 2000

Council met in special session on this date with the following members present:
Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano.

Dr. William Symons, Superintendent of Schools, said that a Preschool Committee
was formed to study options for the Preschool Program. The Committee members are:
Dr. Robert Pianta fi:om the University of Virginia Curry School of Education, Mary
Reese fi:om Barrett Day Care Center, Saphia Baker fi:om the Commission on Children
and Families, Dana Neidley from the City Department of Social Services, and Ms. Nancy
Gercke from Charlottesville Schools.

Dr. Pianta reviewed the Committee's report and said that four realistic options
were explored: 1) a single southside site serving children selected for need; 2) a single
southside site serving children selected for need plus middle income; 3) an elementary-
school based program in scattered sites; and 4) a combined southside site and selected
elementary schools. Dr. Pianta noted that it will not be just a matter of moving an
existing program, but will be starting a new program. Dr. Pianta said options one or two
were preferred by the Committee and would give the highest assurances for program
quality.
