273 <br /> <br /> Mr. Lynch suggested that we define the Neighborhood Plans as owned by the <br />neighborhoods with the assumption that Council will support them as best we cam Mr. <br />Lynch said they should be goals, but not cast in stone into perpetuity. <br /> <br /> Mr. Toscano asked if money is available, and Mr. Tolbert said that some has been <br />given to the Quality Community Council, and approximately $750,000 remains, though <br />some of that has been allocated. <br /> <br /> Mr. Toscano said he would like more information on that money. Mr. Toscano <br />said the infrastructure projects will be easier to prioritize. Mr. Toscano said that staff <br />need to realize that the same thing happens in the Comprehensive Plan process with <br />Council always saying cut it down, prioritize, and focus on things that really are <br />important. Mr. Toscano said that we need to resolve or integrate Council's vision versus <br />neighborhood proposals. <br /> <br /> Ms. Damon expressed concern that if actions get taken out of the Plans <br />neighborhoods will become upset. <br /> <br /> Ms. Richards said she finds the detail in the Neighborhood Plan helpful, and said <br />she feels the length comes from repetitiveness. Ms. Richards recommended that goals <br />and actions be folded into each other. <br /> <br />RESOLUTION: APPROVING MPO PLAN RE: WATER STUDY FOR ROUTE 29 <br />BYPASS <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that a study was conducted after <br />questions were raised by the community about the impact of the proposed Route 29 <br />Bypass on the water supply. Ms. Mueller said the Metropolitan Planning Organization <br />has asked the Council and Board of Supervisors if they feel the recommendations <br />approved by the Rivanna Water and Sewer Authority address the needs. <br /> <br /> Mr. Art Petrini, Director of The Rivanna Water and Sewer Authority, said the <br />need is not to have a plant shutdown. Mr. Petrini said there is currently a 2.2% <br />probability of a shutdown, and with VDOT's plans the risk would increase to 6.2%. Mr. <br />Petrini said VDOT's plan have been updated which returns the pmbability to the original <br />2.2% at a cost of $950,000. Mr. Petrini said the community could tolerate a plant <br />shutdown of one to three days in the winter, less in the summer. <br /> <br /> Mr. Lynch asked how long it would take to clear contaminates from the system, <br />and Mr. Petrini said it varies depending on the type of contaminate, with petroleum being <br />the easiest thing to deal with. Any toxic materials would have to be flushed out of the <br />system, and there is currently no treatment for that. <br /> <br /> Mr. Toscano asked what kind of event would shut down the .system, and Mr. <br />Petrini said petroleum products account for most shutdowns. Mr. Petrini said the <br />Authority is looking into having an oil boom which would decrease the impact on the <br />system. Mr. Petrini said a cataclysmic accident would be much less likely, but these <br />varying risks are not broken out in the report, but he will research it further. <br /> <br />Mr. Toscano also asked about the impact of the oil boom on the risk. <br /> <br /> Mr. Caravati asked ifRSWA is asking Council to empower the MPO to continue <br />to work with VDOT to reach the lowest possible risk factor, and Ms. Mueller yes, and <br />added that the water supply study is due to be completed in a few months and it is <br />anticipated that it will recommend that the South Fork Reservoir be the main future water <br />supply source. For an additional $5 million, the risk could be reduced to zero. <br /> <br /> Ms. Richards said one of the issues the MPO continues to deal with is if the South <br />Fork becomes the main water source who bears the cost of reducing the risk, noting that <br />there is no agreement with VDOT to reduce the risk to zero. Ms. Richards said VDOT's <br />criteria may not match the City's. Ms. Richards said the road is designed to increase <br />commercial traffic which will increase the risk. <br /> <br /> <br />
