275 <br /> <br />RESOLUTION: APPROVING DESIGN OF l0TM AND MARKET STREET <br />DEVELOPMENT <br /> <br /> Mr. Watts explained that the Charlottesville Industrial Development Authority has <br />had a contract with the developer for the land at 10th and Market since 1998 which was <br />modified in 1999. The plan has undergone several revisions and includes mixed use and <br />Class A office space. The ultimate design must be approved by Council. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Watts said the commercial <br />phase will be completed as quickly as it can be constructed and the second phase <br />residential portion will be completed at a later date. <br /> <br /> Mr. Toscano made a motion to approve the design of the 10t~ and Market Street <br />development and Mr. Lynch seconded the motion. <br /> <br /> Mr. Caravati thanked Mr. Lynch and Mr. Cox for working with the developer to <br />improve the design of the building. <br /> <br /> Mr. Lynch thanked the developer and said he thinks there is a lot to like a-bout the <br />project. <br /> <br /> The design of the l0th and Market Street development was approved by the <br />following VOte. Ayes: Mr. Caravati, Mr, Lynch, Ms. Richards, Mr. Toscano. Noes: <br />None. Absent: Mr. Cox. <br /> <br /> WHEREAS, the Piedmont Building & Development Corporation <br />("Developer") has executed a contract for the purchase of property at the comer of <br />10th and Market Street from the Charlottesville Industrial Development Authority <br />("CMA"); and <br /> <br /> WHEREAS, the CIDA Board reviewed and approved the building plans <br />dated December 21, 2000 for the development of said property, and the Urban <br />Design Committee issued an advisory opinion in favor of the building plans <br />submitted by the Developer; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the building plans and specifications submitted by Piedmont Housing and <br />Development Corporation dated December 21, 2000 for development of the 10th <br />and Market Street property, currently owned by the Charlottesville Industrial <br />Development Authority, are hereby approved, in accordance with the Council <br />policy adopted on November 20, 1989. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Toscano asked that the ordinance closing the alley off Carlton Road be <br />removed from the consent agenda as he has to recuse himself from voting. <br /> <br /> bar. Gouldman asked that the resolution condemning properties for bike lanes on <br />Rugby Road be removed from the consent agenda. <br /> <br /> On motion by Mr. Lynch, seconded by Ivlr.
