Absent for the vote: Mr. Cox and Ms. <br />Richards) to meet in closed session for the purpose of appointing members to various <br />City boards or agencies, as authorized by Section 2.1-344(A)(1) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Lynch, seconded by Mr. <br />Toscano, approved the following certification of closed meeting by the following vote <br />(Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 21.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />COUNCIL CHAMBER - January 16, 2001 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Ivlr. Toscano. <br /> <br />AWARDS/RECOGNITIONS: HISTORICPRESERVATiON AAWARDS: <br />WACHOVIA BANK AND "THE FARM" <br /> <br /> Mr. Caravati and Ms. Joan Fenton, Chair of the Board of Architectural Review, <br />presented the Board's Historic Preservation Award to Mr. Michael Bednar and Ms. <br />Elizabeth Lawson for renovation of"The Farm," and to Mr. Kirk Train, architect, and Mr. <br />Bill Stokes, Waehovia Bank, for renovation of Wachovia Bank. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />PUBLIC HEARING/RESOLUTIONS: TEA-21 FUNDING FOR 1) JEFFERSON <br />PARK AVENUE CIRCULATION STUDY IMPLEMENTATION AND 2) <br />DOWNTOWN GATEWAY FOR PEDEST~ANS AND BICYCLES <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Planning and Development Services, <br />explained that the deadline for submission of TEA-21 applications is January 31, and <br />both projects under consideration are extensions of other projects. <br /> <br /> Ms. Mary Hughes, representing the University of Virginia's Office of the <br />Architect, described the project recommended for the Jefferson Park Avenue corridor <br />between West Main Street and Jefferson Park Avenue Extended. The joint <br />City~niversity study identified the need for sidewalks and bike lanes, balancing all <br />modes of transportation, a continuous 8 foot sidewalk, and three intersection changes. <br />Ms. Hughes said that the cost estimate for these basic improvement is $3.5 million, and it <br />would cost an additional $3 million to underground utilities. Ms. Hughes said the project <br />is envisioned to take ten years to 'complete. The recommendation is to do the basic <br />improvements spread over five~phases. The University proposes to share in the 20% <br />matching requirement. <br /> <br /> Ms. Susan Thomas, Planner in Neighborhood Services, said that numerous citizen <br />meetings were held on this project. She said that other transportation funding may be <br />available for this project as well as the TEA-21 funds. <br /> <br /> <br />
