282 <br /> <br /> Mr. Cox made a motion to approve the Jefferson Park Avenue Park project grant <br />application, with the resolution stipUlating a cost of $630,000 for Phase I and a local <br />match of $126,000. Mr. Cox said he is also prepared to move the second resolution. <br /> <br />Mr. Lynch seconded the motion. <br /> <br /> Mr. Toscano asked if pursuing alternative funding will be referenced in the <br />resolution, and Mr. Cox said it can be. <br /> <br /> }dr. Toscano said he would like to express the sense that Council wants this <br />option explored. <br /> <br /> The resolution authorizing the TEA-21 grant apphcation for the Jefferson Park <br />Avenue project was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, under the Transportation Enhancement Act (TEA-21) certain <br />funds are made available for enhancement projects; and <br /> <br /> WHEREAS, the project presented is implementation of a study previously <br />funded and completed by the University of Virginia, the Health Sciences Center, and the <br />City of Charlottesville, to improve pedestrian, bicycle, and vehicular safety and <br />circulation on Jefferson Park Avenue, between West Main Street and Emmet Street; and <br /> <br /> WltEREAS, the project is in accordance with the Comprehensive Plan of the <br />City of Charlottesville and the Master Plan of the University of Virginia, and will be <br />implemented by both parties; and <br /> <br /> WHEREAS, the project is deemed meritorious and of benefit to the <br />community and the State; and <br /> <br /> WHEREAS, in accordance with Commonwealth Transportation Board <br />construction allocation procedures, it is necessary that a request by resolution be received <br />from the local government in order that the Virginia Department of Transportation <br />program an enhancement project in the City of Charlottesville, Virginia; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the City <br />of Charlottesville, Virginia, requests the Commonwealth Transportation Board to <br />establish a project for the improvement of safety and circulation on Jefferson Park <br />Avenue between West Main Street and Emmet Street. <br /> <br /> BE IT FURTHER RESOLVED, that the City of Charlottesville has <br />sufficient capital improvement funds and agrees to pay the "local 20% match" toward the <br />total cost of planning, design, right of way, and construction of this project (such total <br />costs are estimated at $630,000 for Phase I of the project), in accordance with guidelines <br />for TEA-21 funding. It is estimated that the local match will be $126,000. <br /> <br /> BE IT FURTHER RESOLVED that, if the City subsequently elects to <br />cancel this project, the City of Charlottesville agrees to reimburse the Virginia <br />Department of Transportation for the total amount of the costs expended by the <br />Department through the date the Department is notified of such cancellation. <br /> <br /> Mr. Cox made a motion to approve the resolution authorizing the TEA-21 grant <br />application for Court Square, and Mr. Lynch seconded the motion. <br /> <br /> Mr. Lynch said that the percentage spent on undergrounding utilities troubles him, <br />and he feels we should be putting more into transportation enhancements. Mr. Lynch <br />said he would like to look at the proposal in further detail. Mr. Lynch said that street <br />signs could be removed from sidewalks to lessen the impact on pedestrians. <br /> Ms. Richards offered an amendment to restrict the Court Square project to phases <br />I and II, and Mr. Cox and Mr. Lynch accepted the amendment. <br /> <br /> <br />
