293 <br /> <br /> Councilors reviewed and revised the Operating Guidelines that were developed at <br />their October retreat. Many of the revisions dealt with the Mayor's role in keeping the <br />Council informed and in providing opportunities for the viewpoints of other Councilors <br />to be expressed. The Mayor was asked to provide copies of letters to Councilors that he <br />sends on behalf of Council, as appropriate. Councilors agreed that they would try to keep <br />their comments at Council meetings succinct and would make it known to the Mayor or <br />other Councilors in advance of a meeting when they have issues with agenda items. <br /> <br /> Statements were developed to go with the vision statements which were <br />developed at the October retreat. The seven vision areas are: 1) A progressive economic <br />center that generates opportunity and prosperity for all citizens; 2) Greater residential <br />opportunities and options throughout the City; 3) Enhance the social fabric; 4) Promote <br />educational excellence and an intellectual climate (art and culture); 5) Enhance our <br />natural and built environment; 6) Engage the community to create constructive change <br />and the preservation of what's good; and 7) World class government. <br /> <br />A listing of principles were agreed upon to accompany the vision statements. <br /> <br /> A preamble to the vision and principles was drafted by Mr. Toscano and agreed to <br />by Council. <br /> <br /> Councilors agreed that an additional session was needed in order to agree upon <br />goals, objectives and strategies. <br /> <br /> Councilors agreed that the vision statements and principles need to be promoted <br />and shared with the public, that the document is a working document, subject to change. <br /> <br /> It was agreed that all boards and commissions should be reviewed for their <br />relevancy to the princ~iples, boards should align their efforts with the vision statements, <br />and the vision should be written into their charges. <br /> <br /> As items come forward on Council's agenda, staff should assure that the <br />recommendations are aligned with the vision statements. <br /> <br /> It was agreed that staffwill develop a form for use by Councilors in developing <br />their seven major goals, which will then be further discussed and prioritized at a work <br />session. <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, January 30, 2001 AT 5':30 p.rr~ IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided by SectiOn 2.1-344(A) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - January 30, 2001 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, Council voted (Ayes: Mr. <br />Caravati, Mr. Lynch, Ms. Richards, Mr. Toscano.
