293

Councilors reviewed and revised the Operating Guidelines that were developed at
their October retreat. Many of the revisions dealt with the Mayor's role in keeping the
Council informed and in providing oppommities for the viewpoints of other Councilors
to be expressed. The Mayor was asked to provide copies of letters to Councilors that he
sends on behalf of Council, as appropriate. Councilors agreed that they would try to keep
their comments at Council meetings succinct and would make it known to the Mayor or
other Councilors in advance of a meeting when they have issues with agenda items.

Statements were developed to go with the vision statements which were
developed at the October retreat. The seven vision areas are: 1) A progressive economic
center that generates opportunity and prosperity for alt citizens; 2) Greater residential
opportunities and options throughout the City; 3) Enhance the social fabric; 4) Promote
educational excellence and an intellectual climate (art and culture); 5) Enhance our
natural and built environment; 6) Engage the community to create constructive change
and the preServation of what's good; and 7) World class govermnent.

A listing of principles were agreed upon to accompany the vision statements.

A preamble to the vision and principles was drafted by Mr. Toscano and agreed to
by Council.

Councilors agreed that an additional session was needed in order to agree upon
goals, objectives and strategies.

COuncilors agreed that the vision statements and principles need to be promoted
and shared with the public, that the document is a working document, subject to change.

It was agreed that all boards and commissions should be reviewed for their
relevancy to the principles, boards should align their efforts with the vision statements,
and the vision should be written into their charges.

As items come forward on Council's agenda, staff should assure that the
recommendations are aligned with the vision statements.

It was agreed that staffwill develop a form for use by Councilors in developing
their seven major goals, which will then be further discussed and prioritized at a work
session.

//The m)~l~7~vafJ°urned-
p~/edident r- ~ ,- (~e~
NOTICE OF SPECIAL MEETING

A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE
HELD ON Tuesday, January 30, 2001 AT 5:30 p.rrr IN THE Second Floor Conference
Room.

THE PROPOSED AGENDA IS AS FOLLOWS:

Closed session as provided by Section 2.1-344(A) of the Virginia Code

BY ORDER OF THE MAYOR

BY Jeanne Cox

SECOND FLOOR CONFERENCE ROOM - January 30, 2001

Council met in special session on this date with the following members present:
Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano.

On motion by Mr. Toscano, seconded by Ms. Richards, Council voted (Ayes: Mr.
Caravati, Mr. Lynch, Ms. Richards, Mr. Toscano.
