and he felt it would be legal for the City to ban the <br />push-carts. <br /> <br /> Mr. Sheldon Anderson, owner of Valley View Florist, <br />stated that he was encouraged to put merchandize on the <br />downtown mall and that he was opposed to banning vendors <br />on. the mall as he felt it would prohibit merchants with <br />businesses on the downtown mall from using the mall. <br /> <br /> Mr. George Wiltshire, owner of the Pewter Corner, <br />stated that the problem of trash, especially on the side <br />streets of the downtown mall, needed to be addressed. <br /> <br /> Ms. Florence Skove, owner of Logos, stated that the <br />businesses on the downtown mall are the strongest element <br />and should be given an opportunity to spread out onto the <br />mall and that the push-cart vendors should not be permitted. <br /> <br /> Mr. Alton Martin, owner of the Movie Palace and Showcase <br />Office Supplies, stated that he was opposed to the push-cart <br />vendors and added that he felt it was unfair to now allow <br />merchants to place signs outside their businesses. <br /> <br /> Mr. Jim Esposito, part owner of Patty's Popcorn Parade, <br />asked how push-cart vendor regulations were arrived at and <br />stated that they should be shared with the public. <br /> <br /> Mr. Buck stated that recommendations for regulations <br />have not been completed, but that they would be shared with <br />the public as soon as they are available, and that they <br />would be discussed at the May 6th Council meeting. <br /> <br /> Mr. Chuck Schoolcraft, husband of the owner of the <br />Chuck Wagon Restaurant, stated that he felt that push-cart <br />vendors, should be limited to merchants with businesses on <br />the mall in order to provide the necessary health facilities. <br /> <br /> Mr. Buck stated that Council would take the comments <br />made into consideration and that the related issues of free <br />standing signs, displaying of goods on the mall and trash <br />would also be taken into account. <br /> <br /> Mr. Roger Wiley, City Attorney, stated that off-premises <br />advertising ms presently illegal in the City, but there are <br />no regulations banning display or sale of merchandise outside <br />stores. <br /> <br /> Mr. Wiley asked the vendors their opinion of confining <br />their sales to specific locations. <br /> <br />Mr. Nelson stated that he felt that was a possibility. <br /> <br /> Mr. Anderson stated that because his cart was unstaffed, <br />it was better located within sight of his store. <br /> <br /> Mr. Wiley stressed that the City will not propose or <br />adopt an ordinance to protect the downtown merchants from <br />competition. <br /> <br /> Ms. Carolyn Van Ctief, owner of Carolyn Van Clief's <br />stated her opposition to the vendors. <br /> <br /> Mr. Hendrix stated that he felt the downtown merchants <br />should attempt to cooperate with one another. <br /> <br /> Mr. Marshall Pryor, past president of Downtown <br />Charlottesville, Inc., stated that he felt the City has done <br />an excellent job with the downtown mall and that the City <br />and merchants should attempt to work together. Mr. Pryor <br />added that he felt too many laws could prevent good competi- <br />tion. <br /> <br /> <br />
