The portion of such taxes for 1986 collected on <br />or. before June 30, 1986, 'estimated at $1,300,000, being <br />extraordinary, non-recurring revenue with respect to the 1985- <br />86 fiscal year, shall therefore be transferred to the Capital <br />Projects Fund. <br /> <br /> Provided, however, that the amounts hereinabove appropriated <br />for Education and Training and Employee Benefits, or portions <br />thereof, may on authorization from the City Manager be transferred <br />by .the Director of Finance to any departmental account in the <br />General Fund, and notwithstanding any other provision of this <br />resolution to the contrary, be expended for salaries or employee <br />benefits in such account in the manner as sums originally appro- <br />priated thereto. <br /> <br /> <br />
