39 <br /> <br />BASEMENT CONFERENCE ROOM - May 28, 1985 <br /> <br /> Council met in special session for a work session on the <br />street vendor policy on this date with the following members <br />present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. <br />Hall. <br /> <br /> Mr. Buck explained that the work session was being held in <br />order to provide Council an opportunity to discuss the street <br />vendor policy and to give staff guidance in drafting a new <br />ordinance. <br /> <br /> Mr. Buck recommended allowing seven for-profit vendors and <br />one non-profit vendor on the downtown mall. Mr. Buck stated <br />that it needed to be decided whether to limit the number of <br />vendor permits allowed or to only limit the number of locations. <br /> <br /> Mr. Buck recommended that those presently holding permits <br />be allowed to maintain permits and that they be renewable with <br />the requirements that the permits be non-assignable and that the <br />vendors be required to be present on the mall for a minimum of <br />15 days per month for the period of March 1 through October 31. <br /> <br /> Mr. Barnes noted concern that the vendors could remain <br />indefinitely and recommended allowing permits to be renewed for <br />a period of three years, if the requirements above are met, and <br />having the vendors allowed selected by a lottery system after <br />the three years. <br /> <br /> Mrs. Gleason recommended that only annual permits be <br />allowed. <br /> <br /> It was the consensus of Council that there be ten locations <br />with seven profit vendors and one non-profit vendor, -wi~th~ the <br />vendors allowed to move from one location to another, but only <br />selling at the designated sites. <br /> <br /> Council discussed waiving the requirements for special <br />events. It was decided that, after receiving input from the <br />merchant associations, a list of events could be designated with <br />others being designated as special events by Council on a case <br />by case basis. <br /> <br /> Mr. Buck recommended increasing the fees for vendors to <br />$200 a year, with the justification being the cost of continued <br />regulation and the fact that they may produce a diSproportionate <br />share of trash on the mall. <br /> <br /> A majority of Council members felt that the businesses who <br />wish to place carts outside their buildings be charged a smaller <br />fee, but that it be assessed annually. <br /> <br /> ~t was decided <br />June ~7th meeting. <br /> ~~e mee~ng was <br /> <br />that an ordinance would be prepared for the <br /> <br />adjourned. <br /> <br />CflJrk -'f'' <br /> <br />COUNCIL CHAMBER - June 3, 1985 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, <br />Dr. Gunter, Dr. Halll <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />minutes of May 8th were approved as presented, with Dr. Gunter <br />and Dr. Hall abstaining. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the <br />minutes of May 14th were unanimously approved as presented. <br /> <br /> <br />
