79 <br /> <br /> 7. The appointment of United Virginia Bank in the <br />City of Richmond, Virginia, as Registrar for the Bonds, is <br />hereby approved, ratified and confirmed. <br /> <br /> 8. The City Attorney of the City is hereby directed <br />to file a copy of this resolution, certified by the Clerk <br />of Council of the City to be a true and correct copy hereof, <br />with the Clerk of the Circuit Court of the City. <br /> <br />9. This resolution shall take effect upon its adoption. <br /> <br /> Mr. Buck congratulated staff on their efforts and stated <br />that he felt the quality of the material associated with the <br /> <br />bond~was~ <br /> <br />reflected in the low interest rate obtained. <br /> <br />ng was adjourned. <br /> <br />COUNCIL CHAMBER - August 5, 1985 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, <br />Dr. Gunter. Absent: Dr. Hall. <br /> <br />MINUTES <br /> <br /> On motion by Dr. Gunter, seconded by Mr. Barnes, the <br />minutes of July 15th were approved as correCted. <br /> <br />PUBLIC <br /> <br /> Mr. John Carter, owner of Artist's Portfolio, commented <br />on the following conditions on the downtown mall: 1) trash <br />on the mall on Sunday mornings, 2) confusion for motorists in <br />mall area, especially on streets deadending on the mall and <br />the lack of adequate one-way signs on Market Street, 3) lack <br />of parking downtown, and 4) loud religious services taking <br />place on the downtown mall. Mr. Carter stated that he felt if <br />the City allowed the religious services to continue, then the <br />creche should be returned to Lee Park. <br /> <br /> Mr. Buck stated that the religious service was allowed <br />by freedom of expression and that if they were prohibited then <br />other groups such as the Municipal Band would also be prohibited. <br /> <br /> Mr. Hendrix stated that in order to have additional clean- <br />up on Sundays, additional personnel and resources would have to <br />be committed.~ <br /> <br /> Mr. Buck requested that a report be provided to Council <br />concerning signage downtown and the possibility of parking in <br />loading zones during certain hours. <br /> <br /> Mr. Barnes suggested investigating the Community Diversion <br />Program to help clean the mall. <br /> <br /> Ms. Cindy Stratton, a City resident, responded that the <br />Community Diversion Program was a possibility for such a <br />project, but there were problems involved such as supervision <br />that would need to be worked out. <br /> <br /> Mr. Jack East.on of the Charlottesville Volunteer. Fire <br />Company, invited Council to attend their 99th conference and <br />100th local anniversary scheduled for August llth 1Sth. <br /> <br />PUBLIC HEARING: COMMUNITY DEVELOPMENT BLOCK GRANT FY 86-87 <br /> <br /> Mr. Hendrix stated that by ordinance a public hearing is <br />held .by Council at this time and direction is given by Council <br />to the Community Development Block Grant Task Force.
