103 <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND THE ZONING <br />DISTRICT MAP INCORPORATED BY REFERENCE IN SECTION 31-4 OF <br />THE CODE OF THE CITY OF CHARLOTTESVILLE, 1.976, AS AMENDED, BY <br />CHANGING TO THE PLANNED UNIT DEVELOPMENT (PUD) ZONING CLASSI- <br />FICATION THE PROPERTY LOCATED AT THE END OF ROCK CREEK ROAD, <br />EAST OF CHERRY AVENUE AND SOUTH OF FOREST HILLS PARK, <br />DESIGNATED AS PARCEL 120 ON TAX MAP 24," which was offered <br />at the meeting of August Sth, was approved by the following <br />vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, <br />Dr. Hall. Noes: None. <br /> <br />ORDINANCE: CHANGING INTEREST RATE ON DELINQUENT BUSINESS LICENSE <br />TAXES (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 1S-6 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, VIRGINIA, <br />1976, AS AMENDED, RELATING TO PENALTIES FOR FAILURE TO OBTAIN <br />BUSINESS LICENSE" which was offered at the meeting of August 5th, <br />was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, <br />Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br />ORDINANCE: CLOSING A PORTION OF HARDY DRIVE FROM ENTRANCE TO <br />WESTHAVEN HOUSING PROJECT AT PAGE STREET TO ITS TERMINUS AT NORTHWEST <br />CORNER OF WESTHAVEN <br /> <br /> Mr. Hendrix stated that neither the viewers nor the staff <br />opposed the closing of Hardy Drive. <br /> <br /> On motion by Dr. Gunter, seconded by Dr. Hall, the ordinance <br />entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING HARDY <br />DRIVE" was offered and carried over to the next meeting for <br />consideration. <br /> <br />ORDINANCE: CLOSING SHORT STREET FROM ENTRANCE OFF 10TH STREET, N.W. <br />TO ITS TERMINUS <br /> <br /> Mr. Hendrix stated that there was concern that there would <br />be no turnaround at Holly Street if Short Street were to be <br />closed. <br /> <br /> Mr. Wiley stated that the portion of Short Street that <br />had been petitioned to be closed was between 10th and Holly <br />Streets and suggested that the Traffic Engineer investigate <br />installing a turnaround if Short Street was closed. <br /> <br /> Mr. Buck stated that perhaps the' property owners could <br />share the cost of a turnaround so that Short Street could be <br />closed and possibly eliminate some of the problems the area <br />has been experiencing. <br /> <br /> Mr. Gene Arrington, Deputy Director of the Charlottesville <br />Redevelopment and Housing Authority, recommended having the <br />Traffic Engineer study the area. <br /> <br /> On motion by Dr. Gunter, seconded by Dr. Hall, the <br />ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DIS- <br />CONTINUING SHORT STREET" was offered and carried over to the <br />next meeting for consideration. <br /> <br /> Mr. Wiley stated that one option might be to close Holly <br />Street to private access only. <br /> <br /> Mr. Buck requested that cost estimates for installing a <br />turnaround be provided. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Dr. Gunter stated that she had been advised that the <br />City should begin investigating the gyps)' moth problem. <br /> <br /> <br />
