107 <br /> <br />review process, but only the requirement of obtaining a permit. <br /> <br /> Mr. Gilliam indicated that he felt the Library Board <br />would agree with Mr. Buck.'s suggestion. <br /> <br /> Ms. Haughey noted that the discussion by Council of art <br />in public spaces should not be' viewed as opening up public <br />spaces as a forum for public art. <br /> <br /> It was recommended that an ordinance be prepared for the <br />next meeting which would incorporate the issues discussed. <br /> <br /> Mr. Buck commented on a staff report prepared at his <br />request concerning Council's ability to require 1% of all <br />new private building budgets to be spent on art. Mr. Buck <br />noted that Council does not have the power to require that <br />funding for private projects, but requested a staff report <br />on the implications and cost if the requirement was made for <br />public projects and a survey of cities that budget 1% for art. <br /> <br />STAFF REPORT: SIDEWALKS <br /> <br /> Mr. Hendrix stated that a sidewalk priority list had been <br />approved by Council, but because of problems in.Construction <br />and financing on some of the projects, Council's recommendation <br />was being sought. <br /> <br /> Mra Hendrix stated that the Jefferson Park Avenue project <br />needed to be studied as a street project and recommended that <br />it not be done until studies could be done and consultation <br />done with the residents. Mr. Hendrix noted that the residents may <br />decide it is better to leave the area as it is. <br /> <br /> Mr. Hendrix stated that the Yorktown Drive sidewalk was <br />expensive and additional time is needed for design and negotia- <br />tion with property owners. <br /> <br /> A video of the Yorktown Drive and Jefferson Park Avenue <br />areas was shown to Council. <br /> <br /> Mr. Hendrix made the following recommendations: change <br />Jefferson Park Avenue to a long-term project, complete the <br />Rugby Road project and then begin on Yorktown Drive next spring <br />which will use funds from this year's and nex.t year's budget, <br />and defer the Stadium Road project until further study and <br />negotiation can be done. <br /> <br /> It was the consensus of Council to accept the recommenda- <br />tions listed above. <br /> <br />STAFF REPORT: DONATING VOTING MACHINES TO U. VA. STUDENT COUNCIL <br /> <br /> Mr. Hendrix stated that since the Registrar's office <br />had purchased new voting machines, some of the old machines <br />had been sold, but it was staff's recommendation to donate <br />10 12 old machines to'the University of Virginia Student <br />Council. <br /> <br /> Mr. Barnes questioned whether the City schools might <br />have use for the machines. <br /> <br /> It was the consensus .of Council to donate the 1.0 12 <br />voting machines to the University of Virginia Student Council, <br />subject to refusal of the machines by the school system. <br /> <br /> Mr. Perry Walter, Election Committee Chairman of the <br />U. Va. Student Council, stated that the Student Council could <br />definitely use the voting machines for the many elections that <br />are held throughout the year. <br /> <br />APPROPRIATION: $24,747 AFTER SCHOOL CARE PROGRAM (2nd reading) <br /> <br /> Mrs. Gleason stated that she wanted to endorse the re- <br />commendation that plans for the summer care program begin soon. <br /> <br /> <br />
