118 <br /> <br />COUNCIL CHAMBER - September 16, 1985 <br /> <br /> Council met in regular session on this date with <br />the following members present: Mr. Barnes, Mr. Buck, <br />Mrs. Gleason, Dr. Gunter, Dr. Hall. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />the minutes .of August 5th were approved as amended, <br />with Dr. Hall abstaining. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, <br />the minutes of August 8th were unanimously approved as <br />presented. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Gunter, the <br />minutes of September 3rd were unanimously approved as <br />corrected. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br /> Mr. Hendrix introduced MS. Judith Mueller, the new <br />Director of the Public Works Department. Mr. Hendrix <br />noted that, to his knowledge, Ms. Mueller is the first <br />woman Public Works Director in the State. <br /> <br />STAFF REPORT: FEES FOR OUTDOOR CAFES <br /> <br /> Mr. Hendrix presented the report and survey which <br />had been prepared on fees for outdoor cafes. <br /> <br /> Mr. Buck recommended sending the report to persons <br />operating outdoor cafes on the downtown mall and that <br />a public hearing be held at the next meeting. <br /> <br />STAFF REPORT: EXPENSES FOR RIDGE STREET BRIDGE <br /> <br /> Mr. Hendrix presented a report on estimates from <br />Centel for $85,000 and Vepco for $150,000 for installing <br />underground utilities on Ridge Street Bridge. <br /> <br /> Mr. Buck questioned what the actual cost was for <br />installing the underground utilities and the amount <br />of profit for the public utilities. <br /> <br /> Mr. Hendrix stated that outside contractors are <br />hired by the utilities to perform the undergrounding. <br /> <br /> Dr. Gunter requested that Mr. Satyendra Huja, Director <br />of Community Development, provide Council with an <br />evaluation of the difference undergrounding the utilities <br />would make in the area by the next meeting. <br /> <br /> Mrs. Gleason indicated that she was in favor of <br />undergrounding the utilities but was shocked by the <br />high cost. <br /> <br />A decision was deferred until the next meeting. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$1,559,200 - JOB TRAINING PARTNERSHIP ACT <br /> <br /> The $1,559,200 appropriation for the Job Training <br />Partnership Act which was offered at the September 3rd <br />meeting was approved by the following vote. Ayes: Mr. <br />Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. <br />Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum received from <br />the Governor's Employment and Training Division of the <br />Commonwealth of Virginia pursuant to the Job Training <br />Partnership Act, estimated at $1,559,200.00 is hereby <br /> <br /> <br />
