133 WHEREAS, it now appears that portions of the amount originally appropriated for that purpose are not needed, and that these unneeded funds should be reappropriated for handicapped access improvements to parks and recreation facilities; now, therefore, BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that: 1) The appropriation previously made to expenditure account 05-18000 for fiscal year 1985-86 is hereby reduced by $36,000, and 2) The appropriation previously made to expenditure account 05-52000 for handicapped access improvements in the same fiscal year to parks and recreational facilities is hereby increased by $36,000. RESOLUTION: AUTHORIZING MAYOR TO SIGN DEED CONVEYING PROPERTY ON RIALTO STREET Mr. Hendrix stated that the owners of the property on Rialto were interested in marketing the property and requested that the lot be squared off by the City sehling a small strip of land at its appraised value of $345. On motion by Dr. Gunter, seconded by Dr. Hall, the resolution authorizing the Mayor to sign a deed conveying property on Rialto Street was unanimously approved by Council. BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the Mayor is hereby authorized to execute on behalf of the City the following document, in form approved by the City Attorney: Q~iYclaim deed between the City of Charlottesville and Ann Kidd Moore in connection with parce.1 of land on corner of Rockland Avenue and Rialto Street. A copy of such document shall be kept on file with the minutes of the Council meeting at which this resolution was adopted. ORDINANCE: REZONING PROPERTY AT REAR OF 1140 ROSE HILL DRIVE FROM R-1 TO B-1 (2nd reading) The ordinance entitled "AN ORDINANCE AMENDING AND RE- ORDAINING SECTION 31-106 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, VIRGINIA, 1976, AS AMENDED, RELATING TO ZONING OF AMUSEMENT ARCADES" which was offered at the meeting of October 7th, was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Dr. Gunter, Dr. Hall. Noes: None. Absent: Mrs. Gleason. PUBLIC There were no matters by the public. OTHER BUSINESS Mr. Barnes stated that a petition requesting permit parking for 8th Street, N.E. had been given to him. Mr. Hendrix stated that it would be determined if the area in question was designated for permit parking, a field survey would be conducted, and the Traffic Engineer would make recommendations. On motion by Dr. Gunter, seconded by Dr. Hall, Council voted to meet in executive session to discuss personnel matters, acquisition of property and pending litigation as exempted by Section 2.1-344(a)(1), (2), and (6) of the Virginia Freedom of Information Act.
