134 <br /> <br />e meeting was adjourned. <br /> <br /> COUNCIL CHAMBER - November 4, 198S <br /> <br /> Council met in regular session on this date with the <br /> following members present: Mr. Barnes, Mr. Buck, Mrs. <br /> Gleason, Dr. Gunter, Dr. Hall. <br /> <br />MINUTES <br /> <br /> On motion by Dr. Hall, seconded by Dr. Gunter, the <br />minutes of October 21st were approved as presented, with <br />Mrs. Gleason abstaining. <br /> <br />PUBLIC <br /> <br /> Ms. Betty Siegner, Acting President of the Fry Springs <br />Neighborhood Association, requested Council's assistance <br />· n opposing the high density development planned in Albemarle <br />County which would increase the existing unsafe and severe <br />traffic problems on Sunset Avenue. <br /> <br /> Mr. Buck requested that staff quickly study the <br />situation and report to Council, but noted that there may <br />be nothing that can be legally done to oppose the proposed <br />development. <br /> <br /> Mr. Buck presented Cole Hendrix, City Manager, with <br />the Outstanding Management Innovator Award which had been <br />awarded at the annual International City Manager's <br />Association Conference. <br /> <br />PUBLIC HEAR%NG: <br /> <br />FY 86 - 87 <br /> <br />COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM <br /> <br /> Mr. Hendrix stated that the public hearing would only <br />address physical programs as the Social Development <br />Commission has not completed its recommendations on social <br />programs. Mr. Hendrix listed the following activities and <br />funding levels recommended by the Social Development <br />Commission: 1) HOusing - $22S,000, 2) Economic Development <br />$30,000, 3) Sidewalks $64,000, 4) Drainage Improvements - <br />$96,500, 5) Street Improvements - $5,000, 6) Access and <br />Safety"- $10,000, 7) Relocation - $10,000, 8) Administration <br />and Planning - $50,000, 9) Engineering Study $10,000, and <br />10) Social Programs $68,S00. <br /> <br /> Mr. Fran Lawrence, Chairman of the CDBG Task Force, <br />stated that the Task Force had met with neighborhoods before <br />making their recommendations. <br /> <br /> As there was no one to speak, the public hearing was <br />closed. <br /> <br />STAFF REPORT: RIDGE STREET BRIDGE <br /> <br /> Mr. John Berberich, Chief Engineer for the City, <br />presented the various design proposals for the bridge, <br />including the present design, the four lanes proposed by <br />the Highway Department, and the five lanes proposed by <br />the City staff. Mr. Berberich stated that the fifth lane <br />would increase the stacking distance for the very congested <br />area. <br /> <br /> Mrs. Gleason stated that she was concerned that the <br />fifth lane could cause thepotential destruction of the <br />Ridge Street neighborhood and discourage pedestrian access <br />from downtown to the University of Virginia. <br /> <br /> <br />
