139

eting

was adjourned.

NOTICE OF SPECIAL MEETING

A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday,
November 13, 198S AT 12:.00 noon IN THE Basement Conference
Room.

THE PROPOSED AGENDA IS AS FOLLOWS:

Lunch meeting with School Board

BY ORDER OF THE }4AYOR

BY Jeanne Cox Csigned

BASEMENT CONFERENCE ROOM November 13, 1985

Council met in special session on this date for a
lunch meeting with the School Board with the following
members present: Mr. Barnes, Mr. Buck, Mrs. Gleason,
Dr. Gunter. Absent: Dr. Hall.

Dr. Vincent Cibbarelli, Superintendent of Schools,
listed the following assumptions the administration was
making regarding the upcoming budget: 1) raises for school
personnel, 2) lower pupil/teacher ratio, 3) increased enrollment
at lower grades, 4) increased State support for education in
FY 86-87, S) expansion of summer school, 6) identification of
at-risk pre-school children, 7) increased alternative education
programs, 8) implementation of race relations study recommenda-
tions, and 9) study demographics of school districts regarding
population and racial balance.

Ms. Alicia Lugo, Chairman of the School Board, stated
that the community was very supportive of the schoo~ system
and that the schools were becoming increasingly concerned with
the total development of children. Ms. Lugo stated that a
major goal of the School Board was to have public schools
exceed what private schools provide.

Ms. Lugo stated that the Family Life Program, done in
conjunction with the Monticello Area Community Action Agency,
was attempting to help involve parents in the schools.

Mr. Buck, discussing the upcoming budget process, cautioned
the School Board that the same proportion of new City money
may not be able to be given to the School Board as has been
in the past, noting that many of the proposed increases in the
school budget would be accumulative in nature. Mr. Buck requested
that the schools continue to look sensitively at their budget
in relation to the overall City budget.

Dr. Cibbarelli stated that he understood that any increases
would need to be reasonable and justifiable.

Ms. Lugo stated that very favorable reports had been
received from groups who had used the Charlottesville High School
Performing Arts Center.

Mr. Jim DUnbar, of the School Admini~stration, stated that
options are being explored for a feasibility study to investi-
gate using Jefferson School as a central administration facility,
and that he felt the study could be funded out of the school's
operating budget.

Ms. Andrea Robinson, Coordinator of School-Community
Relations, stated that November 17th began National Education
Week, and she listed events scheduled.

dent

ting was adjourned.
